Proposed scholarship would provide free education at CCBC
Baltimore County Executive Kevin Kamenetz announced the proposal for the Baltimore County College Promise program, a scholarship program allowing students to attend the community college debt-free, at a meeting at CCBC Essex on Monday, March 19. The College Promise program will be funded through the county's 2019 operating budget, which is set to be presented in April and voted on in May. If approved by the County Council, it would begin in this 2018 fall semester and cover tuition and mandatory fees at CCBC to enable eligible Baltimore County residents to complete an associate's degree or workplace and certification program, up to a maximum of three years.

Ravens Rumors: RFA WRs Willie Snead, Cameron Meredith Set to Visit Baltimore
The Baltimore Ravens are exploring the possibility of adding experience to their receiving corps.
According to Jeff Zrebiec of the Baltimore Sun, the Ravens are bringing in restricted free agents Willie Snead and Cameron Meredith for a visit.
Although Jeremy Maclin was released, Baltimore has made a point to bring in new targets for Joe Flacco. It has already signed Michael Crabtree, John Brown and DeVier Posey this offseason.
Snead became one of Drew Brees' favorite targets with the New Orleans Saints after entering the league as an undrafted free agent out of Ball State in 2014. He had 141 catches for 1,879 yards and seven touchdowns through his first two seasons.
However, the 2017 season wasn't kind to him. Snead was suspended for the first three games for violating the league's substance-abuse policy. He was also hampered by a hamstring injury. In 11 regular-season games, he managed just eight receptions for 92 yards and never found the end zone. His postseason wasn't much better, totaling three catches for 25 yards in two games. He also overthrew Alvin Kamara on what could have been a touchdown against the Minnesota Vikings in the Divisional Round.
Meredith, who was also an undrafted free agent, was on the verge of being a rising star with the Chicago Bears. In his second season in 2016, he hauled in 66 catches for 888 yards and four touchdowns. Unfortunately for him, he missed all of last season due a torn ACL and MCL suffered during a preseason game.
The 25-year-old wideout has already visited the Indianapolis Colts, per Brad Biggs of the Chicago Tribune.
Neither player has made a Pro Bowl, but they've both shown the ability to make a run at the 1,000-yard plateau. Baltimore's leading receiver, Mike Wallace, had 748 yards last season. It's important to note that the team's top three receivers from a season ago—Wallace, Maclin and Benjamin Watson—are all on the open market.
Both Snead and Meredith are restricted free agents, complicating matters. But if the Ravens come away impressed by either, they could make an offer to try to make Flacco's job easier.

John Brown: Cyst on Spine Impacted Health, Sickle Cell Trait Wasn't the Problem
Baltimore Ravens wide receiver John Brown explained it was a cyst on his spine and not the fact he is carrying a sickle cell trait that impacted his health during the 2016 season.
"I'm healthy. I'm feeling good," Brown said, per Jamison Hensley of ESPN.com. "Sickle cell was never part of the problem."
Hensley noted Brown was diagnosed with the sickle cell trait in October 2016 during his time with the Arizona Cardinals when he was experiencing sore hamstrings. While those with sickle cell trait can experience muscle issues, the receiver pointed to the cyst that was drained following the 2016 campaign.
"It was just something we couldn't decide on or what they could find," Brown said. "So, they just used it as a 'sickle cell trait' until they found I had a cyst in my spine. I'm fine; I'm healthy, and I know how to handle the situation."

Danny Woodhead Retires from NFL After 10-Year Career
Running back Danny Woodhead has taken his final carry in his NFL career.
The Chadron State product announced his retirement on his Instagram page Friday, thanking God, his family, his teammates, the teams he played for and his fans in the message:
Woodhead played for the New York Jets, New England Patriots, San Diego Chargers and Baltimore Ravens throughout his 10-year career, which started when he was an undrafted free agent in 2008.
This retirement isn't particularly surprising considering Woodhead is 33 years old and has dealt with significant injuries in recent seasons. A hamstring setback limited him to eight games last year after a torn ACL kept him off the field in all but two games in 2016.
He also played a mere three games during the 2014 campaign.
Woodhead finishes his career with 2,238 rushing yards and 15 touchdowns on the ground, but he was often used as more of a pass-catching back than a primary runner during his time on the field.
He hauled in 300 passes for 2,698 yards and 17 touchdowns, often proving far more dangerous for opposing defenses coming out of the backfield on third downs as a check-down option.
He was particularly formidable in 2015 when he was a member of the Chargers and finished with 80 catches for 755 yards and six touchdowns in a season that resembled a solid wide receiver more than a running back.
Woodhead also played 10 postseason games for the Jets, Patriots and Chargers and will surely be remembered for his gritty approach to the game as a consistent option on third downs as either a receiver or a runner.

Michael Crabtree Agrees to Reported 3-Year, $21M Contract with Ravens
The Baltimore Ravens are upgrading their receiving corps.
The Ravens confirmed they inked a deal with veteran free-agent wide receiver Michael Crabtree:
According to Ian Rapoport of NFL Network, the contract is a a three-year deal worth $21 million and $11 million guaranteed.
ESPN's Adam Schefter initially repoted the news.
Crabtree spent the past three seasons with the Oakland Raiders, emerging as quarterback Derek Carr's most consistent threat on the outside.
Between 2015-2017, the former first-round pick logged 232 receptions for 2,543 yards and 25 touchdowns. Doug Baldwin, Odell Beckham Jr., Antonio Brown and DeAndre Hopkins were the only other players who eclipsed 2,500 yards and 25 scores during that stretch, according to Pro Football Reference.
Despite Crabtree's steady production, the Raiders cut him Thursday and cleared his $7.7 million cap hit off the books in order to sign Jordy Nelson.
That left Crabtree to pursue a fresh start, and he identified the Ravens as his most logical landing spot after Ryan Grant's agreement in principle was voided because of an ankle injury, according to Schefter.
Not only will Crabtree's pedigree instantly make him one of quarterback Joe Flacco's top targets, but he should seriously upgrade a passing game that sputtered far too often last season.
The Ravens finished last season ranked 29th in passing offense (189.4 yards per game) and tied for 23rd with just 20 scores through the air.
Along with fellow free-agent signee John Brown, Crabtree should offer a major boost to Baltimore's offense as the Ravens eye their first postseason appearance since 2014.

Ryan Grant Reportedly Failed Ravens Physical, Contract Voided
Wide receiver Ryan Grant won't be a Baltimore Raven after all.
According to ESPN's Adam Schefter, the reported free-agent signee failed a physical Thursday, so the Ravens voided a lucrative $29 million deal that was expected to make him a featured piece of their passing attack.
Schefter added the Ravens failed Grant "over an ankle injury that dated back to the Redskins' final regular-season game. Ian Rapoport of the NFL Network noted the issue that gave the Ravens pause because the agreement in principle included $14.5 million guaranteed for injury.
A former fifth-round pick, Grant piled up 84 receptions, 985 yards and six touchdowns during his first four seasons with the Washington Redskins. The 27-year-old experienced a minor breakout in 2017 with a career-high 45 catches for 573 yards and four scores.
He's never missed a regular-season game because of injury.
With Grant firmly out of the picture, Schefter reported the Ravens are expected to make a push for Michael Crabtree, who was released by the Oakland Raiders on Thursday, per NFL Network's James Palmer.
Crabtree and the Ravens are scheduled to meet on Friday.

Michael Crabtree Rumors: FA WR Reportedly to Visit Ravens After Raiders Release
Wide receiver Michael Crabtree is drawing interest in the aftermath of the Oakland Raiders' decision to release him.
On Thursday, Adam Schefter of ESPN reported Crabtree is set to visit the Baltimore Ravens on Friday. Schefter also reported on Crabtree's release before noting Baltimore is interested in the veteran pass-catcher.
Oakland wasted little time moving on from Crabtree. Schefter reported it signed wide receiver Jordy Nelson, who has spent much of his career serving as a top option for Aaron Rodgers on the Green Bay Packers.
Crabtree entered the league as the No. 10 overall pick in 2009 and played his first six seasons with the San Francisco 49ers and the last three with Oakland. The Texas Tech product's numbers dropped off in 2017 with 58 catches for 618 yards after he tallied 89 catches for 1,003 yards in 2016, but he still had eight touchdown catches as a dangerous red-zone threat.
He also hauled in eight touchdowns in 2016 and nine in 2015.
The Ravens could use a touchdown machine at wide receiver considering Schefter reported they released Jeremy Maclin this offseason. Schefter also reported wide receiver Ryan Grant's $29 million deal with Baltimore was voided because he failed his physical, leading to an additional focus on Crabtree.
Evan Silva of Rotoworld painted a grim picture for Baltimore's skill positions heading into the 2018 campaign:
The Ravens need a boost at the wide receiver spot, and Crabtree has consistently proven he can provide just that.

Report: John Brown, Ravens Agree to Contract After 4 Seasons with Cardinals
The Baltimore Ravens and free-agent wide receiver John Brown have agreed to a contract, ending his tenure with the Arizona Cardinals after four seasons, ESPN's Adam Schefter reported Tuesday.
Sirius XM's Adam Caplan reported it's a one-year deal worth $5 million, with an additional $1.5 million in incentives which would raise the value to $6.5 million.
Brown, who turns 28 next month, recorded 21 receptions for 299 yards and three touchdowns in 2017. He set career lows in both categories and saw his numbers take a massive nosedive for a second straight season.
The 2014 third round pick peaked in 2015, recording 1,003 yards on 65 receptions. Larry Fitzgerald's continued agelessness and the emergence of David Johnson as a pass catcher played a large part in Brown being phased out of the offense.
Brown also missed six games due to injury in 2017.
"It's life," Brown told the Cardinals' official website in December. "That’s what I’ve got to deal with. I can't put anything on it, so I just deal with it how it comes."
The Ravens could certainly use help at the wide receiver spot. No player had more than Mike Wallace's 748 receiving yards in 2017, and he was the only wideout with more than 500 yards. Acquiring Jeremy Maclin proved to be a major bust, as he made just 40 receptions in 12 games, and Joe Flacco threw for his fewest yards per game since his rookie season.
Brown isn't likely to emerge as a No. 1 target, but he could be an improvement at the second or third receiver spot if he can get into camp fully healthy.

Danny Woodhead Reportedly Released by Ravens After 1 Season with Team
The Baltimore Ravens will release veteran running back Danny Woodhead.
NFL Network's Ian Rapoport reported Tuesday that Baltimore will make the move in an effort to generate salary-cap space.
Woodhead spent just one season with the Ravens after signing a three-year deal.
Per Spotrac, cutting him will save the Ravens $1.8 million.
The 33-year-old Woodhead appeared in only eight games last season due to a hamstring injury suffered in Week 1.
Overall, Woodhead registered 56 rushing yards and 33 receptions for 200 yards.
He spent the previous four seasons with the then-San Diego Chargers. While he appeared in just five games combined in 2014 and 2016, Woodhead was highly productive when healthy in 2013 and 2015.
Between those two seasons, Woodhead averaged 383 rushing yards and 2.5 rushing touchdowns to go along with 78 receptions for 680 yards and six scores.
Woodhead is an ideal third-down, pass-catching back who could fill a need on any number of teams provided he is able to stay healthy in 2018.
Alex Collins emerged as a quality back for the Ravens last season, and with Woodhead out of the fold, Collins is currently set to carry the load in 2018 with support from Javorius Allen and Kenneth Dixon.
Baltimore could also address the position in free agency, and it owns the No. 16 overall pick in the 2018 NFL draft as well as the No. 52 overall pick in the second round.
