Opportunities emerging for reuse of dredged materials
Port officials brought samples of sediment to a meeting of the North Point Peninsula Council on March 2. The state will soon post a plan for public comment on ways to re-use dredged material. John Harbaugh Says Teams Aren't Ignoring Colin Kaepernick
Baltimore Ravens head coach John Harbaugh said it was "stupid" and "intellectually lazy" to suggest that NFL teams are refusing to sign Colin Kaepernick or ignoring the quarterback based on his political stances, calling the situation "more nuanced" than that, per NFL.com.
"I absolutely think he's going to get signed," he added, speaking to reporters at the AFC coaches' breakfast during the Annual League Meeting in Phoenix. "I agree with (my brother) Jim (Harbaugh). He can win games for people."

Brandon Carr, Ravens Agree to 4-Year Contract After 5 Seasons with Cowboys
After five seasons with the Dallas Cowboys, veteran cornerback Brandon Carr moved on Thursday, signing a four-year deal with the Baltimore Ravens, the team announced.
According to ESPN's Adam Schefter, the contract is a one-year deal with a series of options that could make it worth $24 million over four seasons. Schefter added that the contract is likely to be a two-year, $12 million pact.
Following a four-year stint with the Kansas City Chiefs to begin his career, Carr signed with the Cowboys prior to the 2012 season and went on to become one of the few constants on their defense.
He has been among the NFL's most consistent and reliable corners since entering the league with no missed games and 144 career starts to his credit.
The 30-year-old also has 15 career interceptions and is among the most sure-handed and willing tacklers at his position.
Carr registered 61 tackles, nine passes defended and one interception last season for a Dallas team that made significant strides on defense and earned the No. 1 playoff seed in the NFC.
On the heels of a campaign that saw him secure his first interception since 2013, Carr expressed a desire to return to the Cowboys under the right circumstances, according to Jon Machota of the Dallas Morning News: "I love defending the star. I love representing everything that comes with the Dallas Cowboys organization, so that's first and foremost. But also, you have to play the game. There's a business side to it as well, and I'm prepared to do both."
Although Carr's ball-hawking skills aren't elite, his experience and veteran savvy made him an attractive option on the open market.
Most teams could benefit from a defensive back of Carr's ilk with so many high-volume passing offenses in the league, and that group includes the Cowboys.
Dallas faced a difficult situation entering free agency, however, as starting corners Carr and Morris Claiborne were set to test the free-agency waters.
With the Cowboys left to make tough decisions, the Ravens swooped in and strengthened their secondary significantly by signing Carr.
While Carr isn't quite a Pro Bowl-level performer and isn't considered a playmaker at cornerback, his solid play will make life easier for those around him in his new surroundings.
Baltimore already has a strong No. 1 corner in Jimmy Smith, but signing Carr will allow it to transition Tavon Young to a nickel role.
That strengthens the Ravens' cornerback group significantly, and with safeties Eric Weddle and Tony Jefferson in the fold as well, Baltimore now boasts a supremely talented secondary.

Dundalk methadone clinic fined, cited for code violations
A Dundalk methadone clinic with a history of community complaints faces nearly $13,000 in fines and has been ordered to remove two trailers from its property. Dennis Pitta Reportedly Agrees to Restructured Contract with Baltimore Ravens
Tight end Dennis Pitta and the Baltimore Ravens agreed to a restructured contract Friday, according to NFL Network's Mike Garafolo.
Jason La Canfora of CBS Sports confirmed the move.
Pitta, 31, was initially scheduled to earn base salaries of $5.5 million with $7.7 million cap hits each of the next two seasons before becoming an unrestricted free agent in 2019.
Although Pitta's career was considered to be in jeopardy after he missed the entire 2015 season due to serious hip injuries, he bounced back in a big way during the 2016 campaign.
Appearing in all 16 games, Pitta caught a career-high 86 passes on 121 targets to lead all tight ends last season. Pitta also finished 2016 with a career-high 729 receiving yards while finding paydirt twice.
"As long as my hip was in place, I feel good about being able to be out there," Pitta said in December, according to Ryan Mink of the team's official website. "My hip has felt great all year."
Now seemingly back at 100 percent, Pitta should continue to line up as Baltimore's No. 1 tight end and Joe Flacco's most trusted target.
The key moving forward for Flacco and Co. will be finding ways to get Pitta more involved in the red zone after he mustered two scores a season ago.
But with Steve Smith Sr. out of the picture and the Ravens' receiving corps lacking other established red-zone threats, Pitta should be in line for a scoring bump assuming he's able to stay on the field and burn defenses up the seams.

Lardarius Webb Reportedly Released by Baltimore Ravens
The Baltimore Ravens reportedly released veteran defensive back Lardarius Webb on Friday.
Jeff Zrebiec of the Baltimore Sun was the first to report the move, and NFL Network's Ian Rapoport confirmed it.
The 31-year-old Webb spent eight seasons with the Ravens, registering 13 interceptions as a cornerback and safety.
Webb switched his primary position to safety in 2016 and started 16 games, producing to the tune of 73 tackles, five passes defended, one interception and one sack.
The Ravens announced the signing of safety Tony Jefferson on Thursday, and with safety Eric Weddle already on the roster, Webb became expendable.
Webb's best season came in 2011 when he picked off five passes as a cornerback, but his versatility could make him a commodity on the free-agent market.
Do-everything defensive back Micah Hyde landed a five-year, $32.5 million contract with the Buffalo Bills on Thursday, according to Rapoport, and Webb's similar ability to play both safety and cornerback should generate interest as well.

Brandon Williams Re-Signs with Ravens on 5-Year Contract
The Baltimore Ravens are keeping a key piece of their defense after agreeing to terms on a new contract with defensive tackle Brandon Williams. The Ravens announced Thursday that Williams will sign a five-year extension with the team.
According to Ian Rapoport of NFL Network, Williams' contract is a $54 million deal with $27.5 million guaranteed, making him the highest-paid nose tackle in the league.
Drafted 94th overall by the Baltimore Ravens in 2013, Williams started 46 of 48 games played over the past three seasons. He has recorded 104 combined tackles since the start of 2015 and emerged as a standout two years ago.
Following the 2015 season, Ben Stockwell of Pro Football Focus noted Williams finished third among all nose tackles with 38 defensive stops and named him Baltimore's best defender.
"Another exceptional season in run defense for the Ravens’ former third-round pick; Williams has only graded negatively in run defense in six of 34 games over the last two seasons," Stockwell wrote. "Williams’ best four games came in the first half of the year."
At just 28 years old, Williams figures to maintain his prime level of play for at least the next two or three years. He's never had a significant injury, only playing in seven games during the 2013 season because the Ravens still had Haloti Ngata and Arthur Jones.
Williams is nearly impossible to move in the middle of the defensive line at 335 pounds. He's excelled as a run defender, giving him a significant role on any defense in the NFL.
The Ravens had all sorts of problems with an offense that finished 21st in scoring last season, but the defense finished ninth in points allowed.
Williams is an essential piece of the puzzle in Baltimore and has been rewarded for his efforts with an extension to bring the team back to glory in the AFC North starting in 2017.

Five men indicted in connection with robbery of Dundalk gun store

Kenneth Dixon Suspended 4 Games for PED Policy Violation
The Baltimore Ravens announced Thursday the NFL suspended running back Kenneth Dixon for the first four games of the 2017 regular season after he violated the league's performance-enhancing drug policy.
The team posted a statement from Dixon:
Dixon's suspension adds more perspective to the Ravens' decision to add 32-year-old running back Danny Woodhead, which the team announced Thursday.
With Woodhead in the fold, the Ravens won't have to scramble to find another backup to Terrance West with Dixon to miss a quarter of next year.
Dixon's PED violation follows an underwhelming rookie season.
Baltimore selected him 134th overall in the 2016 draft, and Pro Football Focus' Gordon McGuinness listed the 23-year-old as one of the more underrated Day 3 picks.
Dixon didn't debut until Week 5 after an MCL tear kept him out of action for Baltimore's first four games. In 12 appearances, he ran for 382 yards and two touchdowns. Pro Football Focus graded him the 24th-best running back (72.4).
Dixon's suspension shouldn't put his future in Baltimore in jeopardy, but it's undoubtedly a setback as he looks to justify the hype that surrounded him this time last year.

Council approves Crandell's rat bill
The County Council amended the County Code on Monday night to require that anyone applying for a permit to demolish a building must provide professional certification that the site is rat-free before razing the structure. "Previously, all a developer would have to do is provide a statement that the premises is rodent-free and the county would take their word for it," wrote lead sponsor Councilman Todd Crandell, R-Dist.

Ryan Mallett Reportedly Signs New Contract with Baltimore Ravens
The Baltimore Ravens will re-sign quarterback Ryan Mallett, NFL Network's Ian Rapoport reported Wednesday. The Baltimore Sun's Jeff Zrebiec confirmed Rapoport's report.
Mallett appeared in four games while backing up Joe Flacco in 2016. He went 3-of-6 for 26 yards and an interception.
Mallett arrived in Baltimore in December 2015. The team signed him as further insurance after injuries to Flacco and Matt Schaub. In two starts, he had 566 passing yards, two touchdowns and two interceptions.
Earlier in the month, Ravens head coach John Harbaugh said he hoped the 28-year-old would return to the team, per the Houston Chronicle's Aaron Wilson: "We need a backup quarterback. Ryan is not under contract, so we're talking to Ryan. We want Ryan back."
Re-signing Mallett won't move the needle too much among the fanbase, but it makes sense for the Ravens, as he has had a little over a year to become comfortable in the offense.
Should Baltimore have to replace Flacco at some point in 2017, Harbaugh will feel more comfortable turning to somebody who has a strong knowledge of the scheme and playbook.
