The County Council amended the County Code on Monday night to require that anyone applying for a permit to demolish a building must provide professional certification that the site is rat-free before razing the structure. "Previously, all a developer would have to do is provide a statement that the premises is rodent-free and the county would take their word for it," wrote lead sponsor Councilman Todd Crandell, R-Dist.
