Baltimore County Council scales back pension benefit

The Baltimore County Council voted Tuesday to scale back a pension program that allows for some employees to receive large payouts - but the county executive and some other top officials in the program will still receive the enhanced benefits. The council voted unanimously to ban the practice in the future, except for employees who have been retired for at least one year who come back to the county for a different job.
