Baltimore County bill would allow Tradepoint Atlantic to seek public financing help
The company redeveloping the former steel mill in Sparrows Point is taking the first step toward requesting a county subsidy to help to pay for roads and water and sewer lines needed for the project. Tradepoint Atlantic is asking the Baltimore County Council to pass legislation that would allow tax-increment financing, an arrangement in which the county would help finance the up-front costs of infrastructure projects.

Ravens' MNF Win Highlights NFL's Major Playoff Problem
The Baltimore Ravens made a statement Monday night. Not the typical season-defining statement we often speak of after a key win. Though yes, they did finish the evening with a win of some significance, beating the Houston Texans 23-16.
The statement they made wasn't about their potential for a deep postseason run. It wasn't about how much the 6-5 Ravens should be viewed as a threat to pull off a first-round upset if they can hold onto the second wild-card spot. And it definitely wasn't about their strength as a well-rounded team, because that just wouldn't be true at all.
The statement the Ravens made was larger than them or any one team. They reminded us that the 2018 NFL playoffs, and especially the AFC side, might be excruciating to watch until championship weekend.
There are deep flaws with every contending AFC team not named the New England Patriots or the Pittsburgh Steelers. The Ravens made that obvious again Monday night when they struggled to pull away from a Texans team destroyed by injuries. Most notably, it's missing defensive ends J.J. Watt and Whitney Mercilus and rising rookie quarterback Deshaun Watson.
It was a game eventually won by defense, the strength of the Ravens. Outside linebacker Terrell Suggs halted a late fourth-quarter Texans drive that looked promising with a strip-sack. The Texans were just shy of midfield and threatening to score a go-ahead touchdown. Then after Justin Tucker's third field goal, safety Anthony Levine Sr. sealed the win with an interception.
But that all came after Ravens quarterback Joe Flacco had what's become his weekly flameout. He averaged a mere 4.4 yards per pass attempt, which incredibly isn't a first for the 32-year-old in 2017.
Flacco posted the same per-attempt average back in Week 6 during a loss to the Chicago Bears. He's had a total of five games when that average has dropped below five yards this year.
The 10-year veteran has almost zero touch as a deep passer, and as Nathan Jahnke of Pro Football Focus observed, it's tough to see a viable NFL quarterback when watching Flacco.
There were no circumstances Monday when his play could be called serviceable:
Flacco is the reason taking the Ravens seriously as a playoff team requires some Herculean mental strength, even with the team's defensive muscle.
But for now at least, they are a playoff team, which leads to a dark but necessary discussion we need to have as the calendar gets set to flip to December when chilly, intense football is upon us.
The Ravens' status as a playoff team, or just a playoff contender, says less about them and a whole lot about the awful state of potential postseason teams.
It's tough to find a contending AFC team without a crippling problem.
Let's start with the spiraling Kansas City Chiefs. They've lost five of their last six games after starting out as a 5-0 juggernaut, and during that undefeated stretch the Chiefs were averaging 32.8 points per game. That average has plunged to 18 points during their 1-5 stretch.
The Tennessee Titans are somehow seeded higher than the Chiefs and lead the AFC South, even though their minus-27 point differential is putrid. Of the NFL's eight division-leading teams, the 7-4 Titans are the only one with a differential in the red.
The 7-4 Jacksonville Jaguars aren't on that list, though they could still push the Titans aside for a division title. The Jaguars have a downright frightening defense, a unit led by defensive end Calais Campbell (tied for third in the league with 11.5 sacks) and cornerbacks Jalen Ramsey and A.J. Bouye, who form the NFL's best young tandem at the position. The two have combined for six interceptions.
But the Jaguars' defensive efforts can quickly be undone by the inept play of Blake Bortles, the first-round bust quarterback who has thrown 59 interceptions over 57 career regular-season games.
Worse, during an embarrassing loss to the Arizona Cardinals in Week 12 that came complete with a Bortles pick with under three minutes to go, the 25-year-old didn't have one completion 10-plus yards down the field, as Rotoworld's Josh Norris noted:
The dreariness keeps on coming among AFC playoff contenders.
The 6-5 Buffalo Bills, the team Baltimore leapfrogged Monday night, just snapped a three-game losing streak when they were outscored 135-55. That included a Week 10 thumping when a defense getting scorched by the run gave up 298 rushing yards during a 47-10 loss to the New Orleans Saints.
Then there are the 5-6 Cincinnati Bengals, who are in the playoff conversation and only one game behind Baltimore, even though two of their five wins have come against the winless Cleveland Browns. The Bengals have only one victory over a team currently above .500, and watching their 32nd-ranked offense averaging 274.3 yards per game isn't something I'd recommend doing on purpose.
The 5-6 Oakland Raiders are clinging to faint hope, too, and they have a worse point differential than the Titans (-36).
Speaking of hope, the 5-6 Los Angeles Chargers have surprisingly emerged as the shining light amid a sea of floating garbage with wins in five of their last seven games. Their surge has been powered lately by wide receiver Keenan Allen, who has 331 receiving yards and three touchdowns over the Chargers' past two games.
If the Chargers keep sizzling down the stretch, they would be a terrifying opponent for one of the division winners. More importantly, they could also salvage the AFC side of the 2018 NFL playoffs.
Otherwise, we could be left watching the same show of offensive bumbling the Ravens put on Monday night. The Jaguars, Bengals and Titans are more than capable of a similar display, and the Bills are looking like a defensive pushover when faced with the slightest breeze.
If the Chargers fall short, the teams occupying the last two AFC playoff spots could be deeply flawed, and to some extent that will be true of two division winners as well. Which is a dark reality for the NFL to face during a season when television ratings have been a constant concern.
Like always, the hype will build for each postseason game. But the on-field product could take a hit in the early rounds of the 2018 playoffs, just as it has throughout the 2017 regular season.

Alex Collins, Mike Wallace and More Fantasy Reaction from Texans vs. Ravens
The Baltimore Ravens and Houston Texans combined for 597 total yards Monday night in Baltimore's 23-16 victory, which meant points were hard to come by for fantasy football owners looking for any help to close out Week 12.
Alex Collins was one of the few bright spots from a fantasy perspective, while Ravens teammates Mike Wallace and Danny Woodhead suffered as a result of Baltimore's failure to establish the passing game.
The team's offensive struggles as a whole will inevitable hurt Collins, Wallace and Woodhead's fantasy value over the rest of the 2017 season.
Alex Collins
Collins carried the ball 16 times for 60 yards and a touchdown. He also had minus-three receiving yards on two receptions. NBC Sports Washington's JP Finlay was among the fantasy owners waiting until the end to see what Collins would deliver:
After Monday night, Collins is averaging slightly under 4.9 yards per carry, so he's effective when he has the ball in his hands. The problem, however, is that he's carrying the ball 12.9 times a game, which isn't nearly enough to make him a consistent fantasy threat.
Since Collins isn't much of a pass-catcher out of the backfield, his value falls even further.
Especially at this point of the season—when the games start getting important—banking on Collins to deliver more than a low-end RB2/flex candidate is risky.
Mike Wallace
Wallace finished as Baltimore's leading receiver, which didn't count for much. He had five receptions for 48 yards on 11 targets.
Through 10 games, Wallace's 37.1 receiving yards per game are the second-lowest of his career. He hasn't helped his own case too much, either. According to Pro Football Reference, his 61.5 percent catch rate is tied for 120th among qualified players.
After registering the third 1,000-yard receiving season of his NFL career in 2016, Wallace has firmly regressed to the mean.
And until Joe Flacco turns things around, Wallace isn't worth much more than a bench spot in standard leagues, and many owners would be better off leaving him on the waiver wire. Poor quarterbacks can drag down even the NFL's best receivers, so there's little chance for Wallace to succeed in spite of Flacco's problems.
Danny Woodhead
Woodhead had 22 rushing yards on four carries but padded his fantasy output with 23 receiving yards on four receptions.
According to Pro Football Focus' Nathan Jahnke, Woodhead saw the second-most snaps among Ravens running backs Monday night:
Woodhead's usage makes him a somewhat intriguing fantasy prospect down the final stretch of the season. There are obvious questions about his durability, and he'll provide marginal returns on the ground even if he stays healthy for the rest of the year.
Still, the Ravens aren't blessed with much depth at running back, so Woodhead should see a solid number of snaps every game. Between that and his receiving ability, Woodhead could be a pleasant surprise for the owners who stuck with him through his time on injured reserve.

Joe Flacco, Ravens Beat Texans as Tom Savage Commits 3 Turnovers on MNF
The Baltimore Ravens still have question marks offensively, but the defense is keeping them in the AFC playoff race.
Three forced turnovers—including two in the final five minutes—were enough to help the Ravens earn a 23-16 victory over the Houston Texans on Monday night. The win was the team's 10th straight at home in prime time, per ESPN Stats and Info.
Baltimore moved to 6-5 on the year and into the No. 6 spot in the AFC playoff race, while the Texans are now just 4-7 after their fourth loss in five games.
The game wasn't exactly a battle of elite quarterbacks, which was apparent to those watching:
Tom Savage finished with 252 passing yards but had zero touchdowns and two interceptions. Joe Flacco spent the day checking down and threw for 141 yards on 32 attempts, marking the fifth time this year he has averaged fewer than five yards per attempt in a game.
He did help out with 42 rushing yards, including a 25-yard bootleg that sealed the win, but the poor passing efficiency continued a rough trend.
On the other hand, the defense remained impressive. Only the Jacksonville Jaguars have allowed fewer than Baltimore's 17 points per game, and the Ravens lead the league in takeaways with 26.
Pete Gilbert of WBAL sums up the plan for Baltimore:
The ugly play was apparent early, although the coaching staff helped kick-start the offense in the first half. Baltimore punted on its first three drives but went in a different direction on the next two. The team finally gained some momentum behind this fake-punt pass from Sam Koch:
After a Savage interception, the Ravens scored a second touchdown on a five-play drive that included a 29-yard Alex Collins run on fourth down.
The aggressiveness paid off and helped Baltimore earn a 17-10 lead going into the half.
It was a defensive battle from there, with neither team able to get into the end zone and seemingly every drive ending in a punt.
The Texans had a chance to take the lead in the fourth quarter, but Terrell Suggs came through with a strip-sack to give the ball back to the Ravens offense:
Suggs had two sacks in the win, giving him five in the last three games. An Anthony Levine Sr. interception on the ensuing drive ruined any chance at a Texans comeback.
It wasn't necessarily an exciting game for fans, with the only impressive offensive performance on either side coming from DeAndre Hopkins. The Texans receiver had seven catches for 125 yards, impressing another star at the position:
The Texans will likely have their season on the line in Week 13 with a road matchup against the division rival Tennessee Titans. The Ravens will host the Detroit Lions in a battle of teams looking for wild-card spots.

Javorius Allen, Alex Collins Fantasy Outlook After Danny Woodhead Activated
The Baltimore Ravens and fantasy owners received good news Saturday when running back Danny Woodhead returned to the 53-man roster after he spent 10 weeks on injured reserve with a hamstring injury.
The Ravens announced the move Saturday, though that doesn't necessarily mean he will play Sunday against the Green Bay Packers.
"We have until Saturday to make [the roster] part of the decision, then really, we have until an hour-and-a-half before the game to really determine whether he will be out there [or not]," head coach John Harbaugh said, per Ryan Mink of the team's official website.
In Woodhead's absence, Javorius Allen and Alex Collins have carried the load at running back. Allen has seen more action due to his work in the passing game, and he's been far more effective in fantasy as a PPR player (39 receptions) than as a runner (3.6 yards per carry, 4.8 yards per reception).
Woodhead has been a valuable receiving weapon in the past and could cut into Allen's targets once the former re-establishes himself in the offense.
Collins is the more enticing play with his 521 rushing yards on 93 carries, though he's yet to find the end zone in eight games.
Sports Illustrated's Michael Beller made the case for Collins as a must-start fantasy running back against Green Bay's defense.
"Even if Danny Woodhead returns this week, Collins will handle the bulk of the carries for the Ravens," Beller wrote. "While I like the Packers to win, I do not think they will run away with it. I expect this game to be played within a one-score window for most, if not all, of the afternoon. If that's the case, Collins can expect plenty of work."
Per Jeff Zrebiec of the Baltimore Sun, Ravens offensive coordinator Marty Mornhinweg said Thursday that Collins will maintain his spot as the No. 1 running back:
Given the length of Woodhead's absence and Harbaugh's reluctance to say if the back will play against the Packers, the best option is to keep him on your bench this week and stash him as a flex option for the playoffs.
Woodhead remains available on the waiver wire, as he's owned in just 43 percent of all Yahoo leagues.

Danny Woodhead Activated off IR by Ravens After Hamstring Injury
The Baltimore Ravens announced Saturday they activated veteran running back Danny Woodhead from injured reserve.
Woodhead has been out since the season opener after suffering a hamstring injury.
According to Ryan Mink of the Ravens' official website, head coach John Harbaugh has yet to confirm if Woodhead will play in Sunday's Week 11 contest against the Green Bay Packers.
Woodhead played only one drive in Baltimore's season opener before getting injured, and he impressed with three catches for 33 yards, all of which went for first downs.
Per ESPN.com's Jamison Hensley, Ravens quarterback Joe Flacco believes Woodhead can be a major asset for the offense moving forward: "I think he can definitely make a big impact. I think it is on us to get him involved and put that fear in other teams that we can hurt people with him."
Injuries have plagued Woodhead in recent years, as he appeared in just three games in 2014, two games last season and one game thus far in 2017.
The 32-year-old did play a full slate for the then-San Diego Chargers in 2015, however, and he finished with a career-best 80 receptions for 755 yards and six touchdowns out of the backfield.
Woodhead will likely be Baltimore's preferred pass-catching option out of the backfield when he officially returns to game action with Alex Collins and Javorius Allen continuing to receive much of the early-down and short-yardage work.
The Ravens enter Week 11 with a 4-5 record, one game out of the final playoff spot in the AFC.
