The scholarship will be available to any female student who naturalized or is a first-generation United States citizens attending the Community College of Baltimore County, Dundalk. After attending Sparrows Point High School, she married James Grumbach Sr., a member of the Maryland National Guard, at the age of 20. Giving her time and effort to the Dundalk community was something that she did often and put her all into, according to James.
