Teens charged in dice game shooting death in Dundalk

Three men were playing dice in the basement of a Dundalk home last month when one, Amritpal Mavi, shot another in the head, according to police. Then Mavi, 17, and Michael Mullen, 18, fled to West Virginia and were arrested two weeks later in April, police said.

Man Aboard Motor Scooter Killed In Dundalk Crash

Baltimore County Police say that just after 3 p.m., the scooter was headed south on North Point Road near German Hill Road. A 2007 Ford Taurus was headed the other way, when the motor scooter crossed into the northbound lanes and was struck by the Taurus.

Keenan Reynolds Cleared to Play in NFL by US Secretary of Defense Ashton Carter

Baltimore Ravens rookie Keenan Reynolds will be able to suit up for the team this season after having his military service deferred by United States Secretary of Defense Ashton Carter.   

Per Darrin Gantt of Pro Football Talk, the Ravens announced Reynolds would be eligible to play football in 2016 despite still having a military commitment as a graduate from the United States Naval Academy. 

Reynolds released a statement expressing his gratitude for the opportunity to play in the NFLvia Ryan Mink of the Ravens' official website:

It is a blessing to hear the news from Defense Secretary Carter today. I am truly excited to proudly serve my country while having the ability fulfill my dream of playing for the best organization in the NFL. 

I would like to thank the Navy for allowing me to represent them while taking advantage of this unique opportunity. I would also like to thank Mr. (Steve) Bisciotti and the Ravens organization for believing in me and giving me this chance.

Per the Associated Press (via the Baltimore Sun), Carter delivered the message about Reynolds' NFL career as part of his graduation speech to the Naval Academy class of 2016. 

Reynolds has had supporters speaking out in recent weeks, with Secretary of the Navy Ray Mabus saying on the Dan Patrick Show (via Mink) that he was "confident" there was a way for Reynolds to play in the NFL and fulfill his military commitment. 

Mabus added that he "can’t think of a better ambassador for the United States Navy or for the United States military than" Reynolds. 

Military obligations have had an impact on professional sports in the past. David Robinson served two years in the Navy after being drafted by the San Antonio Spurs in 1987 before he played in an NBA game in 1989. 

Reynolds is fighting an uphill battle to make the Ravens roster as a sixth-round draft pick, but he does possess great versatility that makes him an intriguing talent.

He's listed as a wide receiver and return specialist on the team's official roster page, so if he shows good ability at either position in training camp, his status could evolve into something more prominent before the regular season starts in September.

About 3,000 city water customers in the Dundalk area will receive a notice about a violation due to an excessive amount of a chemical byproduct in their drinking water that officials said Friday requires notification but no other actions. The Baltimore Department of Public Works announced that quarterly sampling from February 2015 to January showed an average value for haloacetic acids that exceeded the maximum contaminant level by 3 parts per billion.

Ray Rice Addressed Ravens Rookies in Player Engagement Program

Former running back Ray Rice was at the Baltimore Ravens' facility on Wednesday to address the team's rookies as part of the player engagement program, the Ravens announced Thursday on Twitter.    

Baltimore also issued a statement explaining its decision to let Rice speak, via its official Twitter account

Our 27 sessions to our rookies through our player engagement program review and teach life management and life lessons. Rice, who played for the Ravens from 2008-2014, delivered an important message that included his story, both the good and the bad. He clearly had the attention of our rookies.

Per the NFL's player engagement website, the program's mission is to "have a positive impact on values and culture while promoting the personal and professional growth of players and their families before, during and beyond their NFL experience."

Rice played six seasons for the Ravens from 2008 to 2013, running for more than 1,000 yards in four straight seasons and helping lead the team to a Super Bowl victory in 2012. 

In February 2014, Rice and his then-fiancee, Janay Palmer, were both arrested at a casino in Atlantic City. He was charged with simple assault-domestic violence, and she was charged with simple assault. 

The next month Rice was indicted by a grand jury on third-degree aggravated assault, though a judge later dismissed the charges after he paid $125 fine and underwent anger-management counseling. 

In September 2014, TMZ Sports obtained hotel surveillance footage from the Atlantic City casino that showed Rice knocking out Palmer with a punch. He was released by the Ravens on September 8 and suspended indefinitely by the NFL, though he later won an appeal of the suspension and was reinstated and eligible to sign with any team. 

Rice has not played in the NFL since December 29, 2013. The 29-year-old did tell TMZ Sports in January he is "never going to give up" on trying to continue his career.

A woman contacted police after seeing a previous media release about Brian Keith Cooper and said that she had been victimized in October 2015. The woman further told investigators that in the middle of October 2015, she placed an advertisement on the internet for sexual acts.

Ravens Fined, Lose 1 Week of OTAs for Violating Offseason Workout Rules

The Baltimore Ravens have been hit with a punishment from the NFL for violating the league's collective bargaining agreement by using full pads at a rookie minicamp.  

Per the Ravens' official Twitter account, they are required to forfeit one week of organized team activities from June 1-3, with the team and head coach John Harbaugh also being issued separate fines for the violation. 

The Ravens also released a short statement after the NFL announced discipline against the team, via the team's official Twitter account:

ESPN's Jamison Hensley reported on May 18 the Ravens were being investigated for having players in full pads during a rookie minicamp. 

A Ravens official told Hensley about "a five-minute period on May 6 when rookies and first-year players suited up in pads during a non-contact punt protection drill." The official did note at the time the team was not aware of any investigation.

The official added that the Ravens "believed rookie minicamp didn't fall under the same rules as the organized team activities," but that players were immediately taken off the field after tight end Benjamin Watson, who is Baltimore's union representative, clarified the rule. 

Hensley noted that a player must report a violation to the league or the NFL Players Association for an investigation to take place. 

Under terms of the NFL collective bargaining agreement implemented in 2011, teams are not allowed to implement full-pad practices until training camp. 

This is not the first time the Ravens have run afoul of the NFL's rules on practices. They had to forfeit the final week of organized team activities in 2010 after it was determined players were being held on the field after practices and the nature of drills being conducted on OTA days. 

Even though the wallets for Harbaugh and Baltimore's ownership will be a little lighter, the Ravens are not ultimately shouldne to be hurt by this punishment. They will open training camp in two months and everyone will be dressed in full pads and ready to prepare for the 2016 season.

NFL Reportedly to Investigate Ravens for Using Full Pads at Rookie Minicamp

The Baltimore Ravens are reportedly under investigation for a potential violation of the NFL’s collective bargaining agreement.  

Citing a league source, Jamison Hensley of ESPN.com reported Monday that the Ravens “will be investigated for using full pads at a recent rookie minicamp.” A Baltimore official said the team didn’t know about the investigation but did concede “there was a five-minute period on May 6 when rookies and first-year players suited up in pads during a non-contact punt protection drill,” per Hensley.

The team official explained the Ravens were not aware rookie minicamp followed the same rules as OTAs. Baltimore’s players union representative, Benjamin Watson, reportedly clarified things, and the Ravens responded accordingly by stopping the use of pads and taking the players off the field.

“A Ravens official said everything can be verified because all practices were taped,” Hensley wrote.

According to Hensley, full pads are not permitted until training camp.  He pointed out an investigation cannot start unless a player reports a violation to the union or the league.

Investigations are not a new subject for the Ravens. According to Hensley, the NFL punished Baltimore and had it cancel the last week of offseason workouts in 2010 after six players mentioned late meetings to the union. Two more said they were “held too long on the field after practice.”

The Ravens are coming off a disappointing 5-11 season in 2015 and missed the playoffs for just the second time since the 2007 campaign. Baltimore drafted a number of potential impact rookies this year to help its bounce-back effort, including Notre Dame offensive tackle Ronnie Stanley, Cincinnati wide receiver Chris Moore and Navy running back (and former quarterback) Keenan Reynolds.

Keenan Reynolds Cleared to Play in NFL, Can Fulfill Naval Obligations in Reserve

Former Navy Midshipmen quarterback Keenan Reynolds has received approval to play in the NFL while still being able to fulfill his military obligations in the Naval Reserve Force, according to Paul Pabst of The Dan Patrick Show.

Secretary of the Navy Ray Mabus announced the news in an interview with host Dan Patrick on Friday (via Michael Middlehurst-Schwartz of USA Today).

The Baltimore Ravens selected Reynolds in the sixth round of the 2016 NFL Draft.

The Naval Academy requires graduates to serve five years immediately after graduation, but some exceptions can be made for special circumstances. Mabus' request to clear Reynolds to join the NFL must be approved by the U.S. Secretary of Defense before becoming official, per Ryan Mink of BaltimoreRavens.com.

CBS Sports' Jason La Canfora congratulated Reynolds for receiving the chance to play in the NFL:

According to Mink, the Ravens drafted Reynolds to play receiver and contribute as a return specialist on special teams. 

Reynolds certainly knows how to find the end zone. He set the NCAA record with 88 career rushing touchdowns while spearheading Navy's vaunted triple-option offense. Per ESPN, Baltimore ranked 25th in the NFL last season in total points scored, so the team is hoping Reynolds can earn a roster spot and provide a spark offensively in 2016.

Transitioning from quarterback to his new position in the NFL should not be an issue considering Reynolds how often Reynolds was utilized as a ball-carrier at Navy. The biggest question will be whether or not he can pick up route running and the nuances of the receiver position. He will be at a disadvantage in that regard compared to his peers.

However, Reynolds has a tremendous work ethic and a knack for defying odds that has led to success at the collegiate level. He just needs time to learn a new position now that he has been given th

Eugene Monroe Donates $80K for Medical Marijuana Research for NFL Players

Baltimore Ravens offensive tackle Eugene Monroe donated $80,000 toward research by Johns Hopkins University and the University of Pennsylvania into how cannabinoid therapy affects NFL players, per Clifton Brown of CSN Mid-Atlantic.

The Realm of Caring and CW Botanicals released a joint statement explaining Monroe's thought process behind the donation Thursday, per Brown:

He recognizes the benefits of cannabidiol (CBD) for pain management and Chronic Traumatic Encephalopathy (CTE) and fully supports this research that could help professional and amateur athletes as well as anyone suffering from neurodegenerative diseases. Eugene hopes that his actions will influence the NFL in changing their policy on cannabis and recognize it as a viable treatment option.

It's hard to read how beneficial CBD is and not be able to take it, knowing that all of the symptoms that I'm experiencing as an athlete could potentially, or will be, remedied because it's happened over and over again for people all over our country. There's no reason for the NFL or other sports to test their players and punish them for consuming a substance that is benefiting them.

Jhabvala also spoke to former Denver Broncos quarterback Jake Plummer, who helped create the When the Bright Lights Fade campaign in conjunction with the Realm of Caring, an organization that looks into the benefits of cannabis for therapeutic purposes:

In March, Pro Football Talk's Mike Florio reported Bryant may not have tested positive for marijuana, but Brian Fettner, one of the Steelers wideout's agents, admitted his client has a problem with the drug, per USA Today's Tom Pelissero.

Laremy Tunsil also fell in the first round of the 2016 NFL draft after a video of the offensive tackle smoking out of a bong was released shortly before the draft began. Thought to be the best offensive tackle in the draft, Tunsil instead slipped to the Miami Dolphins at No. 13 and was the third OT selected.

... I'm working hard. They're working us out there. I got a lot of reps, a lot of stuff to put on tape and at least show them what I'm made of, hopefully. I struggled through at some points, but it's been good. I'm just doing my best.

Mike Flacco gave minor league baseball a shot for a while before retiring in pursuit of a professional career on the gridiron. He initially signed as an undrafted free agent with the San Diego Chargers in 2014 and didn't make the final roster.

Since that brief stint with San Diego, Flacco was on the Jacksonville Jaguars practice squad for a time in 2014 and didn't move forward with the New York Jets in a minicamp tryout last year.

Now the 6'5", 251-pounder, who had 30 receptions, 591 yards and nine touchdowns in his only college season at New Haven in 2013, will seek to finally catch on and become a teammate of his brother's.

"That would be a dream if I could make it that long [to catch passes from Joe]," Flacco said, per Mink. "Day by day, I try to give it all I've got."

The family resemblance isn't lost on Ravens head coach John Harbaugh, who said, per Mink: "Mike's a great kid. He does move a little bit like Joe. The body mechanics a little bit are similar, so it's fun to watch."

If the NFL dream doesn't work out, Flacco has a backup plan. As Mink reported, he is an undergraduate student at Villanova working on a chemical engineering degree.

One of Joe Flacco's favorite targets, tight end Dennis Pitta, missed all of last season due to a career-threatening hip injury. The Ravens addressed the position by drafting Maxx Williams in the second round in 2015 and acquiring veteran Benjamin Watson in free agency this offseason.

It seems like a long shot that Mike Flacco will be able to assert himself on such a loaded depth chart that also features incumbent starter Crockett Gillmore. The potential storyline is nevertheless a compelling development.

New Chili's restaurant draws a crowd

Chili's opened a new restaurant in Dundalk this week, and Sam Venable of Sparrows Point couldn't be happier. "This one opened here, thank God!" laughed Venable, who said that until now, he routinely trekked to the Chili's in White Marsh to pick up buffalo wings, ribs and other menu items for his wife and himself.

Moore Names New Cecil Co Animal Shelter Head, has Several Months as...

Cecil County Executive Tari Moore has selected Abigail Lightning Bingham as the Director of Animal Services that will operate the county's recently purchased animal shelter as part of Moore's plan to handle animal care and control with government employees, instead of non-profit humane organization contractors as in the past. Moore praised her choice as having a "wealth of knowledge and experience [that] will make her a key player in the development of our Animal Care and Control Division, and we are excited for this opportunity to positively influence policy and outcomes for Cecil County's pet population.
