A Baltimore County Council member said Monday he is proposing a new zoning law to govern redevelopment of an old Department of Veterans Affairs property in the southeastern part of the county. Councilman Todd Crandell, said he will introduce a bill next week that would create special zoning rules for the Fort Howard VA property, which has languished for years .
