Dance fails to fully report outside income
The Board of Education of Baltimore County concluded in a Nov. 9 order that Baltimore County Public Schools Superintendent Dr. Dallas Dance had violated reporting requirements by failing to note an outside teaching job on financial disclosure forms. The complaint filed by retired school system employee William Groth considered by the school system's Ethics Review Panel concerned Dance's teaching of an online course at the University of Richmond.

While the tropical creatures have been to wander into the Chesapeake Bay in recent decades, at this time of year, local waters are too cold for them. "With cooling weather, current Maryland water temperatures are well below a manatee's minimum survival temperature," said Cindy P. Driscoll, the state fish and wildlife veterinarian for the Maryland Department of Natural Resources.

Council looks into CDCs as development tools
Baltimore County has only three community development corporations working to revitalize older neighborhoods, but there is the potential for more following recent action by the Baltimore County Council. On Nov. 21, the council passed a resolution introduced by Councilman Tom Quirk that asks the Baltimore County Planning Board to look into CDCs as a redevelopment tool for aging neighborhoods.

Steve Smith Comments on Criticism from Rookie Cornerbacks
Baltimore Ravens receiver Steve Smith Sr. has never been great at making friends on the football field, but he seems to be picking up more enemies than usual in 2016.
The 16-year veteran has been called out by a pair of rookie cornerbacks already this season, something that doesn't seem to be causing Smith too much stress.
"I've had two rookies that unfortunately, they have lost all respect for me, so it's been really keeping me up at night," Smith said sarcastically Wednesday, per Katherine Terrell of ESPN.com. "It's tragic. I've been losing sleep. With all the lack of sleep, I know we lost, but I was almost unable to send my cleats and gloves all the way to Canton because of the lack of the sleep thing."
Jacksonville Jaguars rookie Jalen Ramsey started the trash talk after their Week 3 matchup during which Smith caught eight passes for 87 yards.
"He's still a good player. I'll say that about him," Ramsey said, per Mike DiRocco of ESPN.com. "But I don't respect him as a man."
Dallas Cowboys cornerback Anthony Brown has jumped in on the Smith hatred after battling the receiver in Week 11.
"I had respect for him before the game, but after the game I have no respect for him anymore," the rookie said, per Brandon George of the Dallas Morning News.
Smith went for 99 yards and a touchdown on eight catches, but the real issue came from "yapping after every play."
Although Smith isn't guaranteed a spot in the Hall of Fame, the 37-year-old got closer to one on Sunday with his 1,000th career catch. He now has 1,005 receptions for 14,448 yards and 79 touchdowns in his time with the Ravens and Carolina Panthers. He is a five-time Pro Bowler, two-time All-Pro and was the 2005 Comeback Player of the Year.

Per the Ravens' official injury report, Mosley has been a full participant in practice each of the last two days and is listed as questionable for Sunday's game against the Dallas Cowboys.
Mosley did not miss a start in his first two NFL seasons after the Ravens made him the 17th overall pick in 2014. He made it through the first five weeks this season before a hamstring injury knocked him out of a 16-10 loss against Washington.
The Ravens got off to a great start this season, winning their first three games and looking like they had returned close to form after last year's disappointing 5-11 record. They have since fallen back to earth with a 5-4 record, though that is good enough to lead the AFC North.
Veteran Albert McClellan will take over as the primary inside linebacker if Mosley is unable to go or is limited. McClellan has spent his entire career with the Ravens, understands the defensive system and has started eight of the team's first nine games.
Baltimore doesn't have the same defensive talent it once did, making Mosley's presence more vital than ever. He has led the team in tackles each of the past two seasons and ranks second on the team with five passes defensed this season.

Latest on Smith's Playing Status

Smith has been listed as doubtful for Sunday's game against the Cowboys, per the Ravens' official injury list.
After not practicing Wednesday and Thursday, Smith was limited Friday. Through nine games, Smith has recorded 24 total tackles with two passes defended.
Smith has developed into a stalwart member of the Ravens defense since the franchise selected him in the first round of the 2011 NFL draft. The Colorado product is in his fourth season as a starter in the secondary after spending his first two years as a depth corner.
On the injury front, the 28-year-old veteran has been mostly durable since becoming a full-time player, missing just eight games over the previous three seasons. Those all came in 2014 due to a foot injury. More recently, he sat out some game action this year after suffering a concussion.
If the latest ailment causes him to miss more time, Shareece Wright and Tavon Young are in line to serve as Baltimore's starting corners. Wright missed the past three games with a hamstring issue, but he has been a full participant in practice this week and is listed as questionable.
The situation would also lead to more playing time for Jerraud Powers and Will Davis in certain defensive packages.
All told, losing a longtime key contributor like Smith for any type of extended period would be a major blow to the Ravens defense. He may not be the most flashy corner, but he's the most equipped player on the roster to guard an opponent's top target.

Joe Flacco, Ravens Too Flawed to Make Legitimate Run at AFC North Crown
The Baltimore Ravens defeated the Cleveland Browns 28-7 on Thursday night for their second straight win. The victory took the Ravens to 5-4 and insured that regardless of what happens Sunday, Baltimore will leave Week 10 with at least a share of first place in the AFC North.
That's the good news.
The bad news is that for the second straight week, the Ravens looked flat on offense, even in victory. The team once again struggled running the ball. Ravens quarterback Joe Flacco continued one of the shakier seasons of his nine-year NFL career.
And the Ravens, although they are in first place, once again failed to make a real case as to why they should be considered a serious contender in the AFC.
It wasn't all bad in Charm City on Thursday night. For starters, the Ravens got a convincing victory. Yes, it came against a winless Browns team that is redefining the concept of futility with each passing game, but on a short week, you take what you can get.
As it has most of the season, the Baltimore defense played well. The Ravens gave up only 144 yards of total offense. Four different Baltimore defenders, including outside linebacker Terrell Suggs, picked up sacks. Safety Eric Weddle and cornerback Jerraud Powers hauled in interceptions. And Suggs was a monster, adding a forced fumble and a batted pass that led to the Powers pick.
Flacco gave credit to Suggs and the defense while speaking with sideline reporter Heather Cox after the game: "He's unbelievable. He's been doing this for a really long time now. We're not really surprised on our sideline. We know what he can do, especially when he gets rolling. Our defense is playing with a lot of confidence right now. They're playing really good football. They're helping us out a lot."
Unfortunately, that's just about where the good times ended for the Ravens.
I wrote earlier Thursday that it was imperative the Ravens get the run game going against a Cleveland squad that could be run on by a Pop Warner team. It was important to take advantage of a matchup that should've allowed them to establish positive momentum on the ground.
Yeah, not so much.
Sure, the Ravens ran for 119 yards, a significant increase over their last few games, in which they ran for 50 and 11 yards against the Steelers and Jets, respectively. But that effort came on 34 carries for an average of 3.4 yards a pop. Both of those numbers were substantially lower than what the Browns' AFC-worst run defense has been allowing in those categories (146.4 yards, 4.6 average).
If you can't run on Cleveland, you just can't run.
And while Flacco threw for 296 yards and a season-high three scores and posted his highest passer rating since Week 1 (97.2), he also tossed a pair of interceptions deep in Cleveland territory. Like end-zone and 1-yard line deep.
The inability to run the ball effectively and sloppy turnovers may not have cost the Ravens against a god-awful Browns team (they are just so bad), but Baltimore doesn't get to play its progenitors every week.
Even wide receiver Steve Smith admitted to the NFL Network after the game that the offense isn't playing especially well: "We're trying to find our identity on offense. We're not playing as well as we need to play on offense compared to how our defense is playing. ... They're playing lights-out."
As an aside, Smith is a national treasure. He will be missed when he retires.
But in short, it was just about as unimpressive a blowout victory as you're apt to see—a game that hammered home just how far the AFC North appears to have fallen in 2016.
Record-wise, the Ravens are the best of a flawed group of teams in the division. But it's getting harder and harder to see them holding on to that mantle.
Yes, Baltimore beat the hated Pittsburgh Steelers in Week 9. But that was the first game back for a hobbled, rusty Ben Roethlisberger. When those teams meet again in Week 16, it could be a healthy Big Ben and a Steelers offense that is light-years better than Baltimore's.
Ask the Kansas City Chiefs what the Steelers at home firing on all cylinders look like. They will tell you they look like a 43-14 buzz saw—the kind of dominant signature win the Ravens don't have in 2016.
And no, last week doesn't count. Baltimore didn't win because it played well. It won because it played better than Pittsburgh—in a game where the bar was limbo-low.
The Ravens won't see the disappointing Cincinnati Bengals for the first time this season until Week 11. In a normal campaign, at 3-4-1, the pitching, lurching Bengals would already be all but out of it in a fiercely competitive AFC North.
But this is not a normal year.
The Bengals have made the playoffs in five straight seasons and are the deepest team in the division. They've had their bye week to get it figured out in advance of Monday night's trip to the Big Apple to face the New York Giants.
With the way the Ravens are playing on offense, it's difficult to imagine them holding off one of those teams, and it's nearly impossible to see them holding off both—especially when you consider they close the season against them.
There's still time to get it figured out. The defense is playing at a high level, and to his credit, Flacco is a veteran who has risen to the challenge before. If the Ravens travel to Dallas in 10 days and beat a Cowboys team that has the best record in the NFC, this narrative could change.
Flacco insisted to Cox that the Ravens are headed in the right direction. "We're gaining confidence and putting ourselves in a good position in November to play (meaningful) December football," Flacco said. "Give ourselves a shot at the playoffs. That's all you can ask."
The bad news is that against the worst team in the NFL, we didn't see anything to indicate Flacco's words were more than that. That the Ravens are figuring it out. That they are anything more than an OK team in first place in a bad division.
And even in a down year for the AFC North, with seven to play that probably won't be enough.

Ravens Must Rediscover Rushing Attack in Thursday's Tuneup Game vs. Browns
The good news in Baltimore is that their victory over their most hated rivals last week snapped a four-game losing streak for the Ravens. The even better news is that the win over the Pittsburgh Steelers thrust the Ravens into first place in a surprisingly disappointing AFC North.
The bad news is that while a win is a win, the issues that caused the Ravens to drop four games in a row were still very much in evidence against the Steelers—issues that the team has to get figured out in a hurry if Baltimore is going to make any sort of real noise in the AFC in 2016.
Chief among those, as the Ravens prepare to face the winless Cleveland Browns on Thursday night, is getting their floundering run game untracked before the weather turns cold.
Head coach John Harbaugh admitted to Garrett Downing of the team's website that while it felt great to beat the Steelers Sunday, there's a lot of work left to be done:
What we have to focus on, really, is being a better football team. We’ve taken steps in the last couple of weeks to do that. We’ve cleaned a lot of that stuff up, but we still have a ways to go. That’s the beauty of football, especially in the NFL. It’s a long season and you have the opportunity to improve. Our guys are willing to do that. I really do believe we have the pieces in all three phases to be very good, but we have to find a way to make it happen and keep trusting in one another, and that’s it.
Nowhere is that need for improvement more pronounced than on offense.
Over a third of the Ravens' total offense against the Steelers came on a single play—a 95-yard catch-and-run by Mike Wallace in the first quarter. The Ravens managed only 41 yards of offense in the second half, scoring their only touchdown after halftime on a blocked punt. Baltimore gained only 50 yards on 29 carries on the afternoon.
That's 1.7 yards a pop, folks. And that is ungood.
It isn't a new problem, either. Before peeling off a whopping 1.4 yards per carry against the Steelers, starting tailback Terrance West managed only 1.3 yards per tote in a Week 7 loss to the New York Jets. He hasn't gained four yards a carry in a game since Week 5 and has only one 100-yard rushing game for the season.
The Ravens entered Week 10 ranked 28th in the NFL in rushing at 81.8 yards per game. In their last playoff season in 2014, the Ravens were eighth in the league. They were 11th in the NFL on the ground in their Super Bowl season in 2012.
The Ravens are an offense long built around running the football. Of late, they've done a rotten job of it. And asking Joe Flacco to carry the Baltimore offense with a so-so cadre of pass-catchers is a recipe for the sort of offensive futility we saw against Pittsburgh.
Mind you, this is an offense that's already on their second coordinator of the season, with Marty Mornhinweg taking the reins from the fired Marc Trestman last month.
Since then, the run game has actually gone backward. As Jeff Zrebiec of the Baltimore Sun pointed out, in five games under Trestman, the Ravens averaged 4.2 yards per carry. In three with Mornhinweg calling the plays, that number has free-fallen two full yards.
West told Zrebiec that despite that alarming stat the Ravens are making progress. "Coach is game-planning, and it's been a more balanced game plan," West said. "That's what happened."
What needs to happen now is less talking and more walking. Fewer platitudes and more production. Because I've got news for West and anyone else buying that nonsense—teams that rush for less than 2.5 yards a carry don't make the playoffs in the NFL.
Luckily for the Ravens, they play host to the NFL's lone winless team on Thursday. The Browns rank dead last in the AFC in total defense, allowing over 420 yards a game. Only the San Francisco 49ers have allowed more yards on the ground this season than Cleveland's 146.4 yards per game.
As an aside, the Niners are giving up 193...yards...per game. That is not a typo.
The Ravens also might be able to goose the ground game with an infusion of new blood. After missing time earlier in the season, rookie Kenneth Dixon has been steadily eating into West's touches and snaps of late. Harbaugh told Ryan Mink of the team's website that he wasn't going to make any huge changes heading into the Steelers game, but the Ravens did plan to feature the youngster more:
We’re not going to have some big, monstrous change in what we’re doing. We believe in the things we’re doing. We just want to do them better, game-plan them better, scheme them better, block them better and all of those sorts of things.
I would like to see Kenneth Dixon play more. He is young, in terms of pass protection stuff, for sure. So sometimes it is a little harder to get him out the field when you are going no-huddle. That probably is part of it.
Dixon's nine carries for 13 yards against the Steelers isn't a number that would blow a dandelion away, and he suffered a chest contusion in the game. But Dixon was back at practice Monday, and given that West hasn't hit two yards a carry since October 16th, it isn't going to hurt to give Dixon more work. Give him a true shot to show what he can do.
Frankly, who the Ravens run the ball with against the Browns isn't as important as the fact that they make a concerted effort to run it and have more success doing so than against the Steelers. Find a guy who can get you even 3.5 yards a carry and feed him, whether it's West, Dixon, Buck Allen, a guy from the stands—whoever. Wear the Browns down.
The Ravens managed only 80 yards on the ground against the Browns in Week 2—a game where Baltimore fell behind by 20 and had to abandon the run. That can't happen again. The Ravens should be hellbent on increasing that total by at least half.
The Baltimore Ravens have their flaws. In an AFC North that's sprouting warts left and right in 2016, that's OK. The Steelers and Cincinnati Bengals have them too. The Browns are just one big walking flaw.
The Ravens are also a team that has shown time and again the ability to get hot once the playoffs start and play their best football in the NFL's second season. The 2012 incarnation went 10-6 in the regular season before embarking on one of the great postseason runs in NFL history.
But first you have to make the playoffs, and as veteran stalwart Terrell Suggs told Downing, that's far from guaranteed right now: "It’s always good to beat your division rivals, but what does it mean if we drop it Thursday? It means [nothing]. It’s time. We’ve got to start doing what we know we are capable of doing and winning. So we’ve got some work to do."
Suggs is absolutely right. And while there's not much he can do to help the run game (although it would be, um, interesting to see him line up at fullback), it's that rushing attack that will determine whether Thursday night is the beginning of a second-half surge for the Ravens or just more running into the pile.
