Tradepoint Atlantic now relies on public utilities following the decision to demolish the former Bethlehem Steel power plant at Sparrows Point. County officials and Tradepoint Atlantic are thinking about creating a tax increment financing plan to pay for millions of dollars of road, utility and other upgrades at the redeveloping Sparrows Point peninsula.
