Growing up as an outcasted teenager, with little-to-no parental guidance, is tough, according to Ricky Mannen, resident of Dundalk and founder of youth mentor program "Looking Out For Little Johnny, Inc" . LOFLJ, established in August 2017, was created by Mannen to reach children in the Baltimore County area, like himself, who are out of school or in trouble.
