John Olszewski Jr. speaks to supporters and the media at his campaign headquarters on North Point Boulevard after a manual recount confirmed his victory in the Democratic primary for county executive on Saturday. In the spirit of the World Cup, the struggle to earn the Democratic nomination for Baltimore County Executive extended through extra time , overtime and was finally resolved by penalty kicks .
