Fort Howard redevelopment could face new zoning rules

Baldwin man gets 17-plus years in federal prison for child pornography conviction

A Baldwin man was sentenced last week to more than 17 years in prison for making pictures and videos of two minor boys engaged in sexually explicit conduct, the U.S. Attorney's Office announced. Raymond Mykale Goodridge, 21, of the 2600 block of Baldwin Mill Road but who the Harford County Sheriff's Office says lives in Dundalk, was sentenced Thursday by U.S. District Judge Marvin J. Garbis to 17 1/2 years in jail, followed by 25 years of supervised release, according to the Maryland U.S. Attorney's Office, which announced the sentence.

Ronnie Stanley, Ravens OT, Requests 'Not-so-Adoptable' Dog from Animal Shelter

Baltimore Ravens rookie offensive tackle Ronnie Stanley is making a positive impact in the community before even playing his first professional game, as he adopted a rescue dog in heartwarming fashion Wednesday.

As seen in this Facebook post from the BARCS Animal Shelter in Baltimore, the 2016 No. 6 overall draft pick out of Notre Dame adopted a six-year-old dog named Winter with his girlfriend after asking for a dog who had been at the shelter for a long period of time and was "not-so-adoptable":

The 22-year-old from Las Vegas is in line to be the Ravens' starting left tackle as a rookie after the team released veteran Eugene Monroe Wednesday, according to ESPN.com.

Per Ryan Mink of the Ravens' official website, Stanley believes he is up for the challenge: "I was talking to some people saying this is probably the first time ever that I've felt this kind of pressure. I've never really felt pressure like that before. It's something I know that I can handle and it's just part of the transition to the NFL. It's a production business and that's the way it's always going to be."

Baltimore selected Stanley near the top of the draft in hopes that he could develop into a perennial All Pro much like 2013 Pro Football Hall of Fame inductee and Ravens legend Jonathan Ogden.

While Stanley has a long way to go before reaching that level on the field, the decision to draft him is already paying dividends for the Ravens from a character perspective.

Steve Smith's Return Vital to Ravens Resurgence in 2016

Last year, injuries on offense absolutely shredded the Baltimore Ravens. No one was spared, including wide receiver Steve Smith, who saw what was to be his farewell tour ended prematurely by a torn Achilles.

Well, Smith's back for swan song 2.0 in 2016. And while the old man has stated that was done with some individual goals in mind, make no mistake...

If the Ravens are going to rebound and get back into the thick of the AFC North this season, they're going to need that swan song to be a success.

As ESPN.com's Jamison Hensley reported, Smith said that he has his eyes set on a couple of large numbers in his 16th NFL season—1,000 and 14,000:

One thousand receptions. That's why, to be honest. Why not? You have to have something to strive for. I may catch that [1,000th pass] in my uniform, get in my car and go home. Straight from there, drive all the way from M&T Bank [Stadium] straight to Charlotte, one shot.

You think about the Hall of Fame. You think about the Super Bowl. Now with the way news is going, you think about the Pro Bowl in Orlando. You think about a lot of things. Ultimately, it's out of my hands, but I just want to go out and have fun doing it.

If Smith's intention is to one day be enshrined in the Pro Football Hall of Fame (and what player's isn't?), then hitting those benchmarks will do a lot to aid his case. Per Hensley, four of the six Hall-eligible players who have accrued 1,000 receptions are already in. The other two (Terrell Owens and Isaac Bruce) likely soon will be.

Seven players who are eligible for induction have totaled 14,000 career receiving yards. Five have busts in Canton.

With only 39 catches and 68 yards to go before he reaches those milestones, Smith would appear a good bet to surpass both easily in 2016.

Provided, that is, he can stay healthy. And at his age and coming off a major injury, that's hardly a given.

Two years ago, Smith came out of the gates like gangbusters. Four times in the first six weeks of the season Smith exceeded 100 receiving yards. He caught four touchdown passes. However, from Week 6 on, Smith didn't hit the century mark again, and he found the end zone only two more times.

It was a similar story in 2015. After a no-show in Week 1 against the Denver Broncos, Smith blew up for 150 yards on 10 catches against the Oakland Raiders. The following game was even bigger—186 yards and a pair of touchdowns on 13 grabs in a loss to the Cincinnati Bengals. Smith had yet another huge game against the San Francisco 49ers in Week 6. His performances the next two weeks (10 combined catches for 160 yards) were solid.

But in a Week 8 matchup with the San Diego Chargers, Smith crumpled to the ground in a heap, clutching at the back of his foot. There isn't a more readily apparent injury in football: the dreaded torn Achilles.

In short, while Smith has started each of the last two campaigns looking brand-new, he's ended them looking every bit his age.

Smith admitted to Hensley that he's no spring chicken anymore, and that's partly the reason it's unlikely he'll play at all in the preseason: "I've been very comfortable throughout my career not playing in the preseason. So, I don't have a problem with that. [It's] just four games that don't count and the liability of injury. At the senior-citizen age that I am, I think staying out would be good."

Smith declared the status of his rehab "day-to-day," but all indications are he's expected to be ready for Week 1.

And that's most assuredly a good thing, because without him the Ravens passing game is going to be in serious trouble.

When the Ravens drafted Breshad Perriman in the first round last year, the belief was the speedster from Central Florida would learn from Smith for a year before essentially replacing him. Instead, Perriman missed his entire rookie year with a knee injury.

Now, as Dan Hanzus of NFL.com wrote, it's unknown how long Perriman will be sidelined by a partially torn ACL suffered in OTAs. The injury doesn't require surgery (yet), but it's certainly not a development that makes one all tingly about Perriman's prospects in Year 2 of his NFL career.

The team also added veteran deep threat Mike Wallace in free agency, and Jeff Zrebiec of the Baltimore Sun reported recently that the eighth-year veteran has impressed so far in workouts: "Wallace’s continued emergence—he has impressed team officials with his effort level in OTAs—will make Perriman’s loss much easier to swallow. The veteran should get plenty of chances as a starter this summer with Smith still working his way back."

However, Wallace himself admitted to Ryan Mink of the team's website that his ability to take the top off a defense isn't what it once was.

“I’ve probably run about 10,000 post routes and go routes since when I first came into the league, so [I’ve lost] maybe just a step, a half a step,” Wallace said. “But I can still get it done.”

If Wallace can still get it done, he hasn't given much indication of it lately. His 39 catches and 473 yards last year were both career lows, and Wallace hasn't topped 1,000 yards receiving since 2011.

Fourth-year pro Kamar Aiken was the equivalent of Bigfoot riding a unicorn for the Ravens offense in 2015—a pleasant shock. He's a gamer and a fine possession receiver who paced Baltimore in catches and receiving yardage last season. But "Kamar Aiken leads the team in receptions and yardage" is not a sentence that bodes well for an NFL offense. 

Quarterback Joe Flacco and tailback Justin Forsett are both returning from severe injuries of their own. Free-agent acquisition Ben Watson is a 35-year-old tight end coming off easily the best season of his long NFL career. With the departure of Kelechi Osemele and the release of Eugene Monroe, the offensive line is undergoing a significant shakeup.

In an AFC North where two teams made the playoffs last year and three (including the Ravens) advanced to the postseason two years ago, the Baltimore offense faces one question after another in 2016.

The team badly needs to answer some of those questions in the affirmative after last year's disaster.

The team needs their leaders—their veteran coreback on the field this season.

The Ravens need Steve Smith to answer the call—to make his swan song count this time.

Police: Man exposed himself to 9yo in Dundalk

Baltimore County Police are seeking a man who allegedly exposing himself to a 9-year-old girl in a Dundalk store. On March 3 at approximately 7:30 a.m., a woman and her daughter were in the Big Lots store in the 1400 block of Merritt Boulevard when they noticed a man following them.

Dumervil Aiming for Training Camp Return

"I feel a lot better, and I'm excited to feel healthy again," said Dumervil of his status, per the Ravens' official Twitter account.

Zrebiec added the 32-year-old "expects to be ready at some point in training camp."

For the most part, Dumervil has been a pillar of consistency in terms of health—his 2010 season aside. A torn pectoral cost him all of that season, but he has appeared in 138 out of a possible 144 games since the Denver Broncos drafted him in 2006.

Dumervil's sack totals fell precipitously in 2015. He tied a career high with 17 in 2014 but finished with six a year ago, which were still the most on the team. Terrell Suggs' season-ending Achilles injury allowed opposing teams to key in on Dumervil, which blunted his effectiveness.

The timing of Dumervil's foot surgery should allow him plenty of time to recover before the Ravens kick off the regular season on Sept. 11 against the Buffalo Bills.

Health will be a big factor for the Ravens in 2016. If they're losing players left and right like last year, their postseason hopes will evaporate. If their key stars can avoid the injury bug, Baltimore has a great chance to make it out of a wide-open AFC North.

Eugene Monroe Released by Ravens: Latest Comments and Reaction

After three relatively disappointing years, the Baltimore Ravens cut veteran offensive tackle Eugene Monroe on Wednesday, the team announced.

ESPN's Adam Schefter was the first to report the move, noting the Ravens were talking with the New York Giants about a potential trade but couldn't come to an agreement. Dan Graziano of ESPN reported the Giants "didn't want to trade an asset AND take on [Monroe's] contract."

Schefter added the Giants, Seattle Seahawks and San Diego Chargers could be among the teams looking to add Monroe.

Cutting Monroe will save Baltimore $2.1 million for 2016, per Over the Cap

It looked as though Monroe's days were numbered with the Ravens after the team placed him on injured reserve in December. Kelechi Osemele's transition to left tackle cast further doubt on Monroe's future since Osemele so seamlessly moved into his new position.

According to Jeff Zrebiec of the Baltimore Sun, the discord between Monroe and the Baltimore brass went back even further than this past year:

As I mentioned a couple of days ago, Monroe and the Ravens just haven't seemed to be on the same page the past 15 months or so. The Ravens asked him to do a simple contract restructure last offseason and Monroe declined, which is his prerogative.

I'm not sure that Monroe and offensive line coach Juan Castillo have ever seen eye-to-eye on the best way to go about things. And Monroe's inability to get and stay on the field has frustrated both him and the team.

In January, Monroe dismissed any talk of his future, saying it was "not something I'm concerned with at all," per the Baltimore Sun's Jon Meoli.

At the NFL Scouting Combine, Ravens general manager Ozzie Newsome offered a somewhat lukewarm endorsement of Monroe, per Aaron Wilson of the Houston Chronicle:

That comment came at the same time Ravens head coach John Harbaugh confirmed the team was throwing a "really aggressive deal" Osemele's way before he hit the open market, per Zrebiec.

However, Osemele signed with the Oakland Raiders for five years, $58.5 million, per NFL.com's Aditi Kinkhabwala. That potentially gave Monroe a road back to the starting lineup, except the Ravens selected Ronnie Stanley sixth overall in the 2016 draft.

Whether Stanley starts at left tackle right away or not, he's clearly the long-term answer at the position. Baltimore was going to cut its losses on Monroe sooner or later.

According to Monroe, his advocacy for the usage of marijuana to help NFL players cope with the rigors of football also didn't sit well the Ravens:

Monroe should have some suitors on the free-agent market, but he's not going to command the same kind of deal—five years, $37.5 million—he signed with the Ravens in 2014.

For one, he has missed 15 games over the last two years. His performance never quite matched his salary, either, with Pro Football Focus giving him a 79.1 grade in 2015.

Still, Monroe can be a viable starting left tackle in the NFL as long as he stays healthy. The current free-agent market is thin at the position, so some team is bound to gamble on Monroe bouncing back in 2016.

Eugene Monroe: Latest News, Rumors, Speculation Surrounding Ravens OT's Future

The Eugene Monroe era at left tackle is apparently over for the Baltimore Ravens.

Jeff Zrebiec of the Baltimore Sun reported the Ravens are "moving on" from the veteran tackle at some point in the near future. Clifton Brown of CSN noted Monroe was not on the field with his teammates at minicamp Tuesday despite being cleared for action.

Monroe, 29, spent most of the 2015 season dealing with a shoulder injury.

Despite Offseason Optimism, History Suggests Bleak Outlook for Ravens WRs

Breshad Perriman's career hasn't exactly gone according to plan. Coming out of Central Florida, he was branded as the son of a long-term NFL veteran with high upside as a 21-year-old speedster. Those things are still all true, but the possibility of Perriman not playing in his first two years in the league is legitimate.

It's not a talent issue he's having with the Baltimore Ravens. The first-round pick simply hasn't been healthy enough to see the field. After playing in 39 games in college, the injury bug has spent plenty of time hanging around Perriman.

It started with the NFL Scouting Combine, which the wideout sat out due to a hamstring issue. Then, he bruised his knee on the first day of training camp in 2015, which eventually was disclosed as a posterior cruciate ligament (PCL) issue. That kept him out of the early regular season.

Ian Rapoport of NFL Network then reported Perriman, during an attempt to test the health of his knee during pregame workouts, reinjured his PCL, forcing a surgery that eventually landed him on the injured reserve list, ending his rookie campaign: 

According to Jamison Hensley of ESPN.com, Perriman's treatment included stem cells, which isn't a process that's often used in sports. Unfortunately, that didn't prevent an anterior cruciate ligament (ACL) injury, which ESPN's Adam Schefter reported would lead to surgery, from happening. Now, Perriman's 2016 season may be in jeopardy due to another knee issue.

According to Schefter, there is "absolutely" a chance Perriman is going to play this year, but this is likely coming from a Baltimore camp that vocalized the same hopes last season and stated it didn't need a receiver, about one month before drafting Perriman with their top draft choice, in the first place.

What's the status of the rest of Baltimore's receiver unit? How do they look in the short term if Perriman doesn't suit up in 2016? How do they look in the long term without Perriman in the picture? An overview of the Ravens' options paints a portrait fans and Joe Flacco may want to quickly forget.

 

Steve Smith

When Perriman was seven years old, the Carolina Panthers drafted Steve Smith in the third round of the 2001 draft. After five Pro Bowls and a legendary 2005 season, it's hard to claim Smith's career hasn't been one of the best out of this generation's loaded wideout pool, but that same career is coming to an end.

Sure, Smith has nearly 14,000 receiving yards under his belt, but he's also a 37-year-old, and the timeline of his 2015 season is almost a parody of what we think of when the term "aging superstar" is brought up in sports debates.

According to Jeff Zerbiec of the Baltimore Sun, back in August, Smith stated 2015 was going to be his last campaign, just prior to the regular season's kickoff. Per Jamison Hensley of ESPN.com, Smith stated he was "on schedule" when the topic was brought up in October. Assuming Smith will last more than just one more year with the team seems misguided based on Smith's mindset, which already seems to be focused on his closing career.

Smith also has struggled with injuries as of late, which should be no surprise considering his age. According to Chick Hernandez of CSN Washington, Smith broke four bones in his back last season. NFL Network's Ian Rapoport also included broken ribs to the diagnosis.

The big injury everyone remembers from Smith's 2016 season was his Achilles tear, which put him on the injured reserve list, effectively ending his season, but just before that game, Zerbiec reported a knee issue with the veteran wideout, too. In early June, Smith told Hensley, "I don't know when I'm coming back," in regard to his recovery.

On the surface, Smith is a rapidly aging pass-catcher who is a short-term mask for the long-term problem the Ravens have. It's anyone's guess if he will be on the field for a full 16 games in the remainder of his NFL career.

 

Kamar Aiken

Kamar Aiken had one of the bigger NFL breakout seasons last year. Now, the question is if it was because of his talent or because someone had to catch footballs from Joe Flacco with Perriman and Smith out of the picture?

Prior to 2015, Aiken had 267 receiving yards in his NFL career, which was a significantly small number for a 26-year-old with an active roster spot. Like Perriman, he was also a Central Florida football player, and like Perriman, he had to wait years into his career to see the field consistently. His 944-yard, five-touchdown 2015, in 14 starts, seemingly came out of nowhere, though, whereas Perriman's goals were set high from the start.

The name that comes up when undrafted players have a breakout volume season is Jarrett Boykin. In 2013, Boykin was able to post 681 yards, catching balls from Aaron Rodgers for the Green Bay Packers. In his combined career to this date, excluding the 2013 season, Boykin has 50 receiving yards. When the Packers refused to give him a tender, it was clear the team at least thought of the pass-catcher as a one-hit wonder.

You can tell a lot more about how general managers feel about their own players when looking at their actions, rather than what they say when microphones are recording everything they say, as writers hope to catch one sentence in which they slip up and say "the wrong thing." Baltimore had to make a statement on Aiken this offseason, when it was able to place a tender on the wideout. This is what the Ravens' actions said: We like you, but we don't love you.

The Ravens gave Aiken a second-round tender, which is about $1 million less than a first-round tender. A $3.6 million first-round tender would have put Aiken in the price range of veterans like Stevie Johnson, Dwayne Harris, Cole Beasley and Andrew Hawkins—athletes who would be better categorized as role players than No. 1 receivers.

A first-round tender would have made Aiken the 43rd receiver in terms of per-year salary, according to Spotrac. Baltimore refused to pay him at that talent level, instead electing to place the second-round tender on him, making him the 54th highest-paid receiver on a per-year basis.

If you're looking at Aiken to be a quality starter opposite Smith in the short term or a long-term starter opposite Perriman, you'd be going against the grain of his team's own front office. Their coaching staff and front office can blow smoke to the media, but based off their actions, they know Aikens is closer to a one-year wonder than a piece to build an offense around. Aiken is also in a contract year after signing that one-year tender, which means his 2017 status with the team is up in the air with Smith's.

 

Mike Wallace

Like Aiken, Mike Wallace is on a short-term contract with the Baltimore Ravens. Wallace, a speed demon, will turn 30 years old before the season starts. Unfortunately, those types of receivers are the fastest to age.

When receivers who live and die off their speed no longer have that asset, it's a rapid drop for their careers. This is already evident in Wallace's career. In his first three years in Pittsburgh, he averaged 19.4, 21 and 16.6 yards per catch. Over the last three years, he's posted 12.7, 12.9 and 12.1 yards per catch on the season. Last year, his first with the Minnesota Vikings, he was only making 29.6 yards per game, which is subpar for a 12-game starter.

For reference, his 39 receptions, 473 yards and two touchdown totals were the worst in his career. In his rookie season with the Pittsburgh Steelers, he also caught 39 balls, but he posted 756 yards and six touchdowns that year. After his stint with Pittsburgh, he signed a $60 million contract with the Miami Dolphins—a deal that got him traded to the Vikings after just two years. The Dolphins only paid $27 million of his projected $60 million.

After one year with the Vikings, he then signed a two-year contract with the Ravens this offseason. In three offseasons, he's bounced around to three different teams. He's far from his 2011 Pro Bowl bid. There may be some hope that Wallace returns to his early career self, but it's unlikely, at his age, he'll regain the speed he once had, which was by far his best attribute.

 

The rest

If you're a hardcore draftnik, the names Jeremy Butler and Kaelin Clay are on your radar, but there are only three names left in the wide receiver unit that should make an impact on paper. Unless you're focusing on late fourth quarters of preseason games, Michael Campanaro, Chris Moore and Keenan Reynolds are the only other standout wideouts on the roster sheet.

Campanaro is a seventh-round pick who has had 12 receptions in two years. He may develop into a starting slot receiver, but it's pretty clear the Ravens need to improve both outside receivers, making them more impactful roles, relative to who they were sending out in 2015.

It should also be noted that only three seventh-round receivers in the past decade have developed into starting-caliber pass-catchers, and two of them Julian Edelman and Marques Colston, saw success much earlier in their careers than Campanaro has at this point.

Moore was a late riser in the draft process, eventually landing as a fourth-round pick in this past offseason's draft. In college, he showed little refinement in route running, but promise as a vertical receiver. His 40-yard dash time may raise an eyebrow, though. According to Mock Draftable, his 4.53-second 40-yard dash is average, which isn't good for a player who is labeled as just a deep threat.

In fact, the site's athletic comparisons of A.J. Jenkins, a first-round bust, and Da'Rick Rogers, a harolded college player with off-field concerns and virtually no NFL presence, are concerning. I'd suggest cautious optimism when looking at Moore long term.

Reynolds is best known as the NCAA's career rushing touchdowns leader. As an option quarterback with the Naval Academy, he often had the ball in his hand, which should help his transition as a first-time receiver. The Secretary of the Navy gave Reynolds permission to play professional football, which means he won't have to sit out the sport like the Roger Staubachs of the past. At this point, Reynolds is a volatile projection, as we've never seen him play receiver in a live competitive match.

There would be one more name on this list, Darren Waller, last year's sixth-round pick, but he has since been moved to the tight end position. Waller caught two passes in 2015 before he was placed on the injured reserve list.

 

Conclusion

At the end of the day, the Baltimore Ravens have an often-injured 37-year-old, a potential one-year wonder, a step-slow home run hitter and some misfit toys ready to replace Breshad Perriman after his injury. The odds are against the organization, which may field the league's weakest receiver unit in 2016.

Since Torrey Smith left after the 2014 season, the team has been looking for starting-caliber receivers as long-term replacements for the two Smiths. If Perriman doesn't get healthy this regular season, the team's hand may be forced to invest at the position, either in free agency or the draft, in 2017.

Despite Offseason Optimisim, History Suggests Bleak Outlook for Ravens WRs

Breshad Perriman's career hasn't exactly gone according to plan. Coming out of Central Florida, he was branded as the son of a long-term NFL veteran with high upside as a 21-year-old speedster. Those things are still all true, but the possibility of Perriman not playing in his first two years in the league is legitimate.

It's not a talent issue he's having with the Baltimore Ravens. The first-round pick simply hasn't been healthy enough to see the field. After playing in 39 games in college, the injury bug has spent plenty of time hanging around Perriman.

It started with the NFL Scouting Combine, which the wideout sat out due to a hamstring issue. Then, he bruised his knee on the first day of training camp in 2015, which eventually was disclosed as a posterior cruciate ligament (PCL) issue. That kept him out of the early regular season.

Ian Rapoport of NFL Network then reported Perriman, during an attempt to test the health of his knee during pregame workouts, reinjured his PCL, forcing a surgery that eventually landed him on the injured reserve list, ending his rookie campaign: 

According to Jamison Hensley of ESPN.com, Perriman's treatment included stem cells, which isn't a process that's often used in sports. Unfortunately, that didn't prevent an anterior cruciate ligament (ACL) injury, which ESPN's Adam Schefter reported would lead to surgery, from happening. Now, Perriman's 2016 season may be in jeopardy due to another knee issue.

According to Schefter, there is "absolutely" a chance Perriman is going to play this year, but this is likely coming from a Baltimore camp that vocalized the same hopes last season and stated it didn't need a receiver, about one month before drafting Perriman with their top draft choice, in the first place.

What's the status of the rest of Baltimore's receiver unit? How do they look in the short term if Perriman doesn't suit up in 2016? How do they look in the long term without Perriman in the picture? An overview of the Ravens' options paints a portrait fans and Joe Flacco may want to quickly forget.

 

Steve Smith

When Perriman was seven years old, the Carolina Panthers drafted Steve Smith in the third round of the 2001 draft. After five Pro Bowls and a legendary 2005 season, it's hard to claim Smith's career hasn't been one of the best out of this generation's loaded wideout pool, but that same career is coming to an end.

Sure, Smith has nearly 14,000 receiving yards under his belt, but he's also a 37-year-old, and the timeline of his 2015 season is almost a parody of what we think of when the term "aging superstar" is brought up in sports debates.

According to Jeff Zerbiec of the Baltimore Sun, Smith stated 2015 was going to be his last campaign back in August, just prior to the regular season's kickoff. Per Jamison Hensley of ESPN.com, Smith claimed he was "on schedule" when the topic was brought up in October. Assuming Smith will last more than just one more year with the team seems misguided based on Smith's mindset, which already seems to be focused on his closing career.

Smith also has struggled with injuries as of late, which should be no surprise considering his age. According to Chick Hernandez of CSN Washington, Smith broke four bones in his back last season. NFL Network's Ian Rapoport also included broken ribs to the diagnosis.

The big injury everyone remembers from Smith's 2016 season was his Achilles tear, which put him on the injured reserve list, effectively ending his season, but just before that game, Zerbiec reported a knee issue with the veteran wideout, too. In early June, Smith told Hensley, "I don't know when I'm coming back," in regard to his recovery.

On the surface, Smith is a rapidly aging pass-catcher who is a short-term mask for the long-term problem the Ravens have. It's anyone's guess if he will be on the field for a full 16 games in the remainder of his NFL career.

 

Kamar Aiken

Kamar Aiken had one of the bigger NFL breakout seasons last year. Now, the question is if it was because of his talent or because someone had to catch footballs from Joe Flacco with Perriman and Smith out of the picture?

Prior to 2015, Aiken had 267 receiving yards in his NFL career, which was a significantly small number for a 26-year-old with an active roster spot. Like Perriman, he was also a Central Florida football player, and like Perriman, he had to wait years into his career to see the field consistently. His 944-yard, five-touchdown 2015, in 14 starts, seemingly came out of nowhere, though, whereas Perriman's goals were set high from the start.

The name that comes up when undrafted players have a breakout volume season is Jarrett Boykin. In 2013, Boykin was able to post 681 yards, catching balls from Aaron Rodgers for the Green Bay Packers. In his combined career to this date, excluding the 2013 season, Boykin has 50 receiving yards. When the Packers refused to give him a tender, it was clear the team at least thought of the pass-catcher as a one-hit wonder.

You can tell a lot more about how general managers feel about their own players when looking at their actions, rather than what they say when microphones are recording everything they say, as writers hope to catch one sentence in which they slip up and say "the wrong thing." Baltimore had to make a statement on Aiken this offseason, when it was able to place a tender on the wideout. This is what the Ravens' actions said: We like you, but we don't love you.

The Ravens gave Aiken a second-round tender, which is about $1 million less than a first-round tender. A first-round tender of $3.6 million would have put Aiken in the price range of veterans like Stevie Johnson, Dwayne Harris, Cole Beasley and Andrew Hawkins—athletes who would be better categorized as role players than No. 1 receivers.

A first-round tender would have made Aiken the 43rd receiver in terms of per-year salary, according to Spotrac. Baltimore refused to pay him at that talent level, instead electing to place the second-round tender on him, making him the 54th highest-paid receiver on a per-year basis.

If you're looking at Aiken to be a quality starter opposite Smith in the short term or a long-term starter opposite Perriman, you'd be going against the grain of his team's own front office. Their coaching staff and front office can blow smoke to the media, but based off their actions, they know Aikens is closer to a one-year wonder than a piece to build an offense around. Aiken is also in a contract year after signing that one-year tender, which means his 2017 status with the team is up in the air with Smith's.

 

Mike Wallace

Like Aiken, Mike Wallace is on a short-term contract with the Baltimore Ravens. Wallace, a speed demon, will turn 30 years old before the season starts. Unfortunately, those types of receivers are the fastest to age.

When receivers who live and die off their speed no longer have that asset, it's a rapid drop for their careers. This is already evident in Wallace's career. In his first three years in Pittsburgh, he averaged 19.4, 21 and 16.6 yards per catch. Over the last three years, he's posted 12.7, 12.9 and 12.1 yards per catch on the season. Last year, his first with the Minnesota Vikings, he was only making 29.6 yards per game, which is subpar for a 12-game starter.

For reference, his 39 receptions, 473 yards and two touchdown totals were the worst in his career. In his rookie season with the Pittsburgh Steelers, he also caught 39 balls, but he posted 756 yards and six touchdowns that year. After his stint with Pittsburgh, he signed a $60 million contract with the Miami Dolphins—a deal that got him traded to the Vikings after just two years. The Dolphins only paid $27 million of his projected $60 million.

After one year with the Vikings, he then signed a two-year contract with the Ravens this offseason. In three offseasons, he's bounced around to three different teams. He's far from his 2011 Pro Bowl bid. There may be some hope that Wallace returns to his early career self, but it's unlikely, at his age, he'll regain the speed he once had, which was by far his best attribute.

 

The rest

If you're a hardcore draftnik, the names Jeremy Butler and Kaelin Clay are on your radar, but there are only three names left in the wide receiver unit that should make an impact on paper. Unless you're focusing on late fourth quarters of preseason games, Michael Campanaro, Chris Moore and Keenan Reynolds are the only other standout wideouts on the roster sheet.

Campanaro is a seventh-round pick who has had 12 receptions in two years. He may develop into a starting slot receiver, but it's pretty clear the Ravens need to improve both outside receivers, making them more impactful roles, relative to who they were sending out in 2015.

It should also be noted that only three seventh-round receivers in the past decade have developed into starting-caliber pass-catchers, and two of them Julian Edelman and Marques Colston, saw success much earlier in their careers than Campanaro has at this point.

Moore was a late riser in the draft process, eventually landing as a fourth-round pick in this past offseason's draft. In college, he showed little refinement in route running, but promise as a vertical receiver. His 40-yard dash time may raise an eyebrow, though. According to Mock Draftable, his 4.53-second 40-yard dash is average, which isn't good for a player who is labeled as just a deep threat.

In fact, the site's athletic comparisons of A.J. Jenkins, a first-round bust, and Da'Rick Rogers, a harolded college player with off-field concerns and virtually no NFL presence, are concerning. I'd suggest cautious optimism when looking at Moore long term.

Reynolds is best known as the NCAA's career rushing touchdowns leader. As an option quarterback with the Naval Academy, he often had the ball in his hand, which should help his transition as a first-time receiver. The Secretary of the Navy gave Reynolds permission to play professional football, which means he won't have to sit out the sport like the Roger Staubachs of the past. At this point, Reynolds is a volatile projection, as we've never seen him play receiver in a live competitive match.

There would be one more name on this list, Darren Waller, last year's sixth-round pick, but he has since been moved to the tight end position. Waller caught two passes in 2015 before he was placed on the injured reserve list.

 

Conclusion

At the end of the day, the Baltimore Ravens have an often-injured 37-year-old, a potential one-year wonder, a step-slow home run hitter and some misfit toys ready to replace Breshad Perriman after his injury. The odds are against the organization, which may field the league's weakest receiver unit in 2016.

Since Torrey Smith left after the 2014 season, the team has been looking for starting-caliber receivers as long-term replacements for the two Smiths. If Perriman doesn't get healthy this regular season, the team's hand may be forced to invest at the position, either in free agency or the draft, in 2017.

Justin Tucker Contract: Latest News, Rumors on K's Negotiations with Ravens

Former All-Pro kicker Justin Tucker says it's only a matter of time before a contract extension between him and the Baltimore Ravens gets done.

“As of right now, there hasn’t been a whole lot happening, but there’s still time,” Tucker said Sunday at safety Lardarius Webb’s charity softball game, per Jake Lourim of the Baltimore Sun. “Like I’ve said before, I’m optimistic that something will get done. It’s a matter of when, not if.”

The Ravens hit Tucker with the franchise tag in February. The deal guarantees him $4.5 million for 2016, but the tag has always been seen as a necessary evil before a long-term contract.
