The Baltimore County Board of Recreation and Parks is considering new bonding requirements in the wake of reports of thefts from within several recreation councils across the county. The Back River Neck Recreation and Parks Council is well on the road to financial recovery following its discovery in January 2015 that its treasurer had stolen nearly $36,000 from the council's bank account.
