The Baltimore County Council voted last week to downzone the former Fort Howard hospital complex to allow the building of one house per acre, as plans for the site's redevelopment remain in limbo. "The lease holder at Fort Howard still has not come up with a project that I or the community feel is suited for the property," said District 7 Councilman Todd Crandell, who represents the Dundalk and Essex areas, in a statement.
