As expected, Baltimore City water and sewer rates will go up by an overall 9.4 percent in October, but with that comes changes to help senior citizens and low-income residents pay their bills. The rate increases will affect all Baltimore City residents, including people who live on the city side of four Dundalk neighborhoods that straddle the city/county line - St. Helena, Graceland Park, Harbor View and Eastwood.
