Colgate students may relocate during construction
The prospect is a few years off, but it is likely that students and staff at Colgate Elementary in Dundalk will need to temporarily relocate during the time a new school is being built for them. The replacement school is set to open in 2021, and the county school department is starting to look for possible temporary sites, said Pete Dixit, the school system's executive director of physical facilities.

Flacco Ties for 3rd-Longest Single-Game Completions Streak
Baltimore Ravens quarterback Joe Flacco completed 21 consecutive passes at one point in Sunday's 19-17 win over the Jacksonville Jaguars, tying for the third-longest single-game streak of its kind in NFL history, per Elias Sports Bureau (via ESPN Stats & Info). He ties with Rich Gannon, who completed 21 straight passes against the Denver Broncos in 2002 while a member of the Oakland Raiders.
The record of 22 consecutive completions is held by Mark Brunell, who did it for the 2006 Washington Redskins, along with David Carr, who matched Brunell's mark as a member of the Houston Texans later that season, per NFL.com.
If the single-game qualification is removed, Miami Dolphins quarterback Ryan Tannehill set a record when he completed 25 straight passes over the course of two games last season, per CBS Sports.
In any case, Flacco somehow had a poor day despite nearly matching a league record, as he ultimately completed 29 of his 40 pass attempts for only 214 yards, with no touchdowns and two interceptions, though he did have a seven-yard rushing score that helped his team improve to 3-0.
The Ravens only scored three points after the drive on which Flacco's streak ended, but it was still enough to overcome a Jacksonville team that had to fight its way through a trio of interceptions from quarterback Blake Bortles.
Flacco and the Ravens now head home to face the Oakland Raiders, having a shot to start 4-0 before the schedule starts to get a bit tougher.

A federal judge has given attorneys representing the federal Department of Veterans Affairs until Friday, Oct. 7, to respond to a request by a local resident for a copy of the VA lease that governs redevelopment of the former Fort Howard hospital complex. Baltimore Ravens vs. Jacksonville Jaguars Betting Odds, Analysis, NFL Pick
The Jacksonville Jaguars haven't won too many games over recent seasons but they have had some success against the Baltimore Ravens, winning two of past last three meetings outright and going 3-0 against the spread. The Jags seek their first win of this season when they host the Ravens on Sunday afternoon at EverBank Field.

Why the Ravens can cover the spread
After falling to 5-11 last season Baltimore is off to a 2-0 start to this season, both straight up and ATS, following its 25-20 come-from-behind victory at Cleveland last week. The Ravens fell down 20-0 in the first quarter, but turned momentum around when they blocked an extra point attempt and returned it for two points.
Baltimore pulled to within 20-12 by halftime, took the lead for good on the second of three Justin Turner field goals with 11 minutes to go and hung on from there. Turner's third field goal with just under three minutes left also gave the Ravens the cover as four-point favorites.
Baltimore opened its season with a 13-7 victory over Buffalo, holding the Bills to just 160 yards of total offense, covering three points in the process.
Why the Jaguars can cover the spread
The case for Jacksonville is a little tougher to make, following last week's 38-14 loss at San Diego. The Jags fell down to the Chargers 7-0 five minutes into the game, and 21-0 at the half, forcing the abandonment of any game plan they might have had.
On the day Jacksonville actually outgained San Diego 388-357, although that should be taken as a situational anomaly considering they were down 35-0 through three quarters.
The Jaguars showed much better in their season opener against Green Bay, leading the Packers well into the second quarter, then reaching the Green Bay red zone in the final minute before running out of downs in a 27-23 defeat. Jacksonville actually outgained the Packers 348-294 but an early Blake Bortles interception led to a Green Bay touchdown that basically decided the game.
The Jags began this season with hopes of contending for a playoff spot, but heightened expectations can be hard to play with as many young teams before them have discovered. However, with expectations dampened by an 0-2 start perhaps Jacksonville can re-focus on taking things one game at a time.
Smart pick
Baltimore owns close wins over two bad teams, so it's hard to tell if the Ravens are back or not. Meanwhile, Jacksonville is 0-2, but still has the talent to make a run at .500. Perhaps the heat will help. The smart money here likes the Jaguars, on a rebound play.

Five Dundalk schools set for air conditioning next fall
Built in 1924, Colgate Elementary is scheduled to be replaced with a new school to open in the fall of 2021. Baltimore County police said they have a suspect in custody after a woman was shot and injured Sunday afternoon in Dundalk. Around 1 p.m., police went to the 4000 block of St. Monica Drive and found the woman, who had been shot multiple times in the upper body.

Ravens Defensive Line Coach Clarence Brooks Dies at Age 65
Longtime Baltimore Ravens assistant coach Clarence Brooks died Saturday morning from esophageal cancer. He was 65.
Garrett Downing of the team's website reported the news and passed along comments from the coach's wife, Justa.
"We knew he loved his players," she said. "Through all of this, we've found out how much his players loved him. We thank everyone for the loving support."
Those players continued to show that support Saturday morning:
"One of the finest coaches I have ever met," Ravens head coach Jim Harbaugh said in a statement. "He changed the lives and influenced players and coaches for the better."
Ravens general manager Ozzie Newsome said, "Very few, if any, coaches influenced their players—on and off the field—like Clarence Brooks," per Jeff Zrebiec of the Baltimore Sun.
Brooks was a guard during his time playing collegiate football at the University of Massachusetts from 1970-72. His focus shifted to the other side of the ball when he returned to the Minutemen to coach defensive ends in 1976.
After five years in Amherst, Brooks spent nine years at Syracuse, coaching linebackers for six, and then moved on to Arizona before making the jump to the NFL with the Chicago Bears in 1993. His work with defensive lines continued with the Cleveland Browns and Miami Dolphins before he arrived in Baltimore in 2005.
Brooks is one of the reasons the Ravens defense has been a gold standard over the past decade. His team biography highlighted some of the success Baltimore has enjoyed:
During Brooks' tenure (2005-15), the Ravens have allowed the NFL's fewest rushing TDs (89), second-fewest points per game (18.9) and the league's second-fewest rushing yards per game (94.2). In the team's first 16 years (1996-2011), Baltimore held opponents to under 4.0 yards per rush, ranking as the longest streak in NFL history.
Brooks transitioned from defensive line coach to senior defensive assistant following his diagnosis.
John Eisenberg of the team's website noted Brooks learned about his cancer diagnosis ahead of the team's Week 4 game against the division-rival Pittsburgh Steelers last season. The Ravens won that contest in overtime, and head coach John Harbaugh gave Brooks a game ball.
"I always thought I was tough before," Brooks told Eisenberg in December, "but this is the toughest thing I've ever been through. ... The things that used to worry me a lot, they don't worry me a lot anymore. I've got bigger fish to fry."
On Saturday, Zrebiec shared an anecdote that showcased Brooks' lasting impact:
Brooks spent four decades on sidelines in college and the NFL, and he left a trail of success.

Baltimore Ravens pass-rusher Elvis Dumervil is recovering from offseason foot surgery but doesn't have a timetable for his return, according to Ryan Mink of the team's official website.

Dumervil Says He Feels Close to Returning

Mink noted Dumervil hasn't practiced fully this season.
“I feel like I’m getting close, but I don’t know what close means yet," Dumervil said, per Mink. "We’re working hard, working with the guys here, really getting better. I’m looking forward to it really soon.”
On Thursday, the linebacker tweeted that he will be back as soon as possible.
Prior to this setback, Dumervil had been durable throughout his career. He played 13-plus games in each of his first nine seasons in the NFL and has played all 16 contests six times.
The five-time Pro Bowler and two-time first-team All-Pro played for the Denver Broncos from 2006 to 2012 before joining the Ravens in 2013. He led the league with 17 sacks in 2009 and counts 96 sacks in his career.
Missing a player with that resume is a significant blow for Baltimore’s linebacking corps, but the Ravens have enough pieces to survive in the short term.
C.J. Mosley and Zach Orr can handle the inside, while potential future Hall of Famer Terrell Suggs is still on the outside. Suggs, who entered the 2016 season with 106.5 career sacks, tallied 12 sacks in 2014, but he missed nearly the entire 2015 campaign after suffering a torn Achilles in Week 1.
Elsewhere, Za’Darius Smith, who appeared in 15 games and notched 5.5 sacks in his rookie campaign last year, may have an opportunity to see more playing time while Dumervil recovers.

Water rates rise, so do benefits
As expected, Baltimore City water and sewer rates will go up by an overall 9.4 percent in October, but with that comes changes to help senior citizens and low-income residents pay their bills. Buffalo Bills vs. Baltimore Ravens Betting Odds, Analysis, NFL Pick
Former teammates Tyrod Taylor and Joe Flacco meet on the gridiron for the first time this weekend when the Buffalo Bills visit the Baltimore Ravens in a Week 1 matchup at M&T Bank Stadium.
Taylor toiled as Flacco's backup for four seasons before taking over the reins as Buffalo's starting quarterback last season. Meanwhile, Flacco struggled at times last year before suffering a season-ending knee injury during the Ravens' worst campaign (5-11) in eight years.

Why the Bills can cover the spread
Last season the 8-8 Bills extended their current playoff drought to 16 years, the longest in North American team sports. Buffalo finished strong, covering in straight-up wins over Dallas and the New York Jets, while showing flashes of the club's defense that was so dominant in 2014.
The Bills are expected to use a simplified defense and aggressive pass rush and spend the afternoon pressuring Flacco, who looked healthy in a brief preseason appearance.
Freshly signed to a big contract extension, Taylor will aiming to prove that the Ravens made the wrong decision by letting him escape to Buffalo.
Taylor will enjoy multiple offensive options with the return of wide receiver Sammy Watkins from offseason surgery, while rusher LeSean McCoy demonstrated his versatility with four catches for 58 yards and a touchdown in Buffalo's 21-0 preseason win over the Giants.
Why the Ravens can cover the spread
The Ravens were ravaged by injuries in 2015, finishing with a 5-11 SU record including a 1-4 SU run following the loss of Flacco. But with the return of multiple starters from stints in the clinic, Baltimore looks poised for a rebound.
Baltimore went undefeated SU and against the spread in preseason action, holding opponents to just 15 points per game. That bodes well against a Bills squad that struggled to score points in August, averaging just 13.75 points per game, including a blowout 31-0 loss in Detroit in their preseason finale.
The Ravens have also claimed SU wins in the Bills' past three visits to Maryland, but remain haunted by their current three-game SU losing streak in Week 1 matchups.
Smart pick
The Ravens kick off the regular season riding high following a successful August, but questions remain about how much rust remains with so many veterans returning to action from recent injury.
Buffalo must contend with a lack of depth, particularly on offense. But the youthful Bills have covered in their past three against Baltimore, and take a boatload of motivation into a Week 1 matchup in which they should cover as slim road underdogs.

The total has gone under in five of the Bills' last six games against the Ravens.
The Ravens are 0-10-2 ATS in their last 12 games as a favorite.

A 17-year-old youth was arrested for a series of robberies, including five counts of breaking and entering in sheds and one burglary. The arrest followed an anonymous phone tip saying that the person was seen going into his house carrying stereo equipment stolen from another person's home.
